disappointing meeting in the Ministry of Education

On 5 August 2022, a “technical” meeting between the heads of the PNRR mission unit of the Ministry of Education and the trade unions, where the content of the upcoming ministerial decree was illustrated, with which the resources, equivalent to 2.1 billion euros, made available from “School plan 4.0“In implementation of investment line 3.2”School 4.0: innovative schools, cables, new learning environments and laboratories“In connection with Mission 4 – Component 1 – of the national recovery and resistance plan, financed by the European Union – Next Generation EU.

As you know, the 4.0 School Plan was adopted by ministerial decree 161/22 and allows for two interventions

  • Next generation classrooms
  • Next generation laboratories

The “Next Generation Classrooms” action aims to transform at least 100,000 classrooms in elementary, middle and high schools into innovative learning environments.

The action “Next Generation Labs” has aim to create workshops for the digital professions of the future in secondary schoolsto equip them with spaces and advanced digital equipment to learn skills based on the curricula found in the school.

Here an in-depth analysis of ministerial decree 161/22.

These i award criteria

  • To Next generation classrooms, le resources they will be distributed to all schools in the first and second cycles in proportion to the number of classes active in the 2021/2022 school year and taking into account a reserves 40% of the resources in favor of schools in the southern regions. On average, the schools will receive around 208,000 euros.
  • To Next generation laboratorieseach upper secondary school will receive funds to set up a laboratory for digital professions. For secondary schools, a loan of 124 thousand euros is planned for institutes with technical and professional paths, the funding will be 164 thousand euros.

In the case of delays in implementation of the actions in school plan 4.0 are foreseen surrogate powers of the Ministry, up to the Commissioner.

The position of CGIL and FLC CGIL

CGIL and FLC CGIL first of all, they emphasized how failure to send the documentation in advance makes it difficult for the union to be able to express an assessment and any proposals with awareness.

In this connection, we have made the following proposals and requests

  • ongoing dialogue with the social partners regarding the various stages of the implementation of the 4.0 School Plan based on the ministerial document attached to Ministerial Decree 161/22 defined as “work in progress“Which will see the formulation of further guidelines and support
  • strong reference to the need for participation and sharing by those who work daily in the schools through the strengthening of the democratic role of the collegial bodies. It is difficult to achieve tangible and lasting results over time with initiatives lowered from above and managed top-down and bureaucratically. In this context, a full recognition of the work of the ata staff who are not there now
  • foresee sufficient resources to pay for the additional activities of the staff involved in the implementation of the PNRR intervention
  • have a copy of the draft DM before it becomes final

Encounters with these characteristics result useful when they allow the social partners to also intervene in trade union aspects as required in the current national collective agreement, with regard to information on European funds. Trade union relations they are not an obstacle to the implementation of the PNRR.

At the end of the meeting, Dr. Montesarchio agreed to report to the Minister the request from FLC about the need to have a copy of the documentation covered by the publication.
