Recruitments such as 2022/23 are carried out through different procedures and with different methods regarding the contracts that the candidates will obtain. Who is placed in the role in the academic year 2022/23 and who the following school year: consequences for mobility.

Employment procedures as 2022/23

Recruitments for the academic year 2022/23 take place (and will take place) in the following order and in accordance with the procedures set out below:

  1. general entry into the role of GaE and GM
  2. input in the role throughout Quick call from GaE and GM
  3. employment extraordinary using GPS first band

The extraordinary competition bis is added to the above procedures.

Regular role recordings

Normal entry into the role is by deducting 50% from GaE and 50% from GM (50%). The latter draw from different rankings, formed as a result of the various competition procedures that have taken place over time, each of which is entitled to certain percentages of places (again within the 50% of places allocated to competitions). The candidates who are employed according to the aforementioned ordinary procedure will be placed in the role in the academic year. 2022/23.

Quick call

There Quick call it takes place after the ordinary entry into the role, and the requests for participation must be submitted by the interested candidates from 4 to 8 August 2022.

This procedure, regulated by Ministerial Decree No. 25/2020, allows for permanent employment in provinces/regions other than those relating to the relative rankings (GaE and GM), in the places that could not be assigned by GaE and GM in the relative province. Learn more

Extraordinary employment from GPS and competition bis

Requirements from GPS

The extraordinary procedure of employing from GPS support first bandintroduced by § 5-ter of Legislative Decree No. 228/2021, transformed into Law No. 15/2022, which extended the procedure pursuant to Article 59/4 of Legislative Decree No. 73/2021, transformed into Law No. 106/221 , which limits it to only support posts, stipulates that aspirants are employed during the academic year. 2022/23 for a specific period and then in the academic year 2023/24 indefinitely, after passing the training and probationary period and the disciplinary test with legal effect from 1 September 2022 or, if later, from the date of commencement of service. The aspirants who will be appointed to the appointment, therefore in the academic year 2022/23 will perform the service with a replacement contract (from 31/08).

Extraordinary competition encore

That extraordinary competition-bis originates from the extraordinary procedure laid down in Article 59/9-bis of Legislative Decree 73/2021, transformed into Law No. 106/2021, as replaced by Article 5, paragraph 3-quinquies, in Legislative Decree No. 4/2022, transformed into Law No. 25/2022, and aims to cover the remaining positions from ordinary appointments (from GaE and GM) and from extraordinary appointments (from GPS first band) as 2021/22.

The procedure determines that I winners of competition is temporary employment in the academic year 2022/23where they will complete a university education course with a final test and the annual basic education and test coursebeyond which they will be employed in the academic year 2023/24 with legal effect and financially from 1 September 2023 or, if later, from the benefit start date.

Therefore, the contract for these teachers will also become permanent during the academic year. 2023/24.

Mobility

From the above, it is clear that the interested candidates will participate in the mobility operations in different years, since the same (operations) only involve teachers employed for an indefinite period.

Normal role input and speed dial

Aspirants employed in the academic year 2022/23, through regular operation and speed dial, will be able to participate in mobility operations already for the academic year. 2023/24, solely for the purpose of obtaining the statutory domicile [successivamente saranno soggetti al vincolo triennale di permanenza nella scuola di titolarità (con le dovute deroghe, di cui abbiamo parlato in “Immissioni in ruolo docenti 2022, vincolo triennale per i neoassunti: quando scatta e quali deroghe”)]. In fact, according to Article 2/7 of the CCNI on mobility 2022/25, teachers employed on a permanent basis in the school years 2021/22, 2022/23, 2023/24 can apply for voluntary mobility to acquire the registered office (request on transfer); if they don’t present it, they stay in recruiting school. Therefore for those placed in the role in the academic year 2022/23 the three-year bond comes into effect :

  • from the 2023/24 school yearif they submit an application for voluntary mobility to acquire the statutory domicile and are satisfied with one of the preferences expressed;
  • from the 2022/23 school yearif they do not submit the aforementioned application, remain in the recruitment school (as 2022/23);
  • from the 2022/23 school yearif they submit the aforementioned application but are not satisfied with any of the preferences expressed, so they remain at the recruiting school (as in 2022/23).

Extraordinary employment from GPS and competition bis

Employees from the extraordinary procedures in question (recruitment from GPS support band I and extraordinary competition bis), as mentioned, they will obtain in the academic year 2022/23 a permanent contract, which will be transformed into an indefinite period in the academic year. 2023/24. Therefore, will be able to participate in mobility operations for the academic year 2024/25, in order to obtain the statutory domicile. For these teachers, the three-year limitation will therefore apply:

  • from the 2024/25 school yearif they submit an application for voluntary mobility to acquire the statutory domicile and are satisfied with one of the preferences expressed;
  • from the 2023/24 school yearif they do not submit the aforementioned application, remain in the recruitment school (as 2023/24);
  • from the 2023/24 school yearif they submit the aforementioned application but are not satisfied with any of the preferences expressed, so they remain at the recruiting school (as in 2023/24).

We highlight that permanent contract of teachers employed by:

  • extraordinary competition-bis, it takes legal effect from 1 September 2023for which the blocking starts from the aforementioned school years (depending on whether the mobility application has been submitted or not and whether they are satisfied or not);
  • GPS first support band will have legal effect from 1 September 2022 and in light of the changes in article 399, par. 3, of Legislative Decree 297/94, which refers to Article 13/3 of Legislative Decree 59/2017, the blocking can start from the year of legal effect (since the aforementioned Article 13/3 does not speak of actual service), if the interested parties remain at the same school as they completed the trial year on (in any case we await appropriate ministerial clarifications).
