Professionally and contractually recognizes the role of Executives Collaborators and system figures. ANCODIS’ appeal to policy

Press release – The National Association of Collaborators of School Leaders and System Figures wants to make the political forces aware that they are running to lead the country to the next legislative assembly the legal and contractual situation in which several thousand women and men find themselves: it is teachers who, in their local community, are obliged to carry out the pedagogical-didactic project directly together with the managers and in collaboration with the directors of general and administrative services every school year.

Despite the art. 21, paragraph 16 of Law 59 of 1997, in the subsequent Presidential Decree 275/99 and in Legislative Decree 165/2001 (Article 25, Paragraph 5) and in the latest Law 107/2015 (Article 1, Paragraph 83), we are in fact victims of an indifference that has kept us on the sidelines of political attention.

The question of the legal and contractual recognition of DS’s Collaborators and system figures – strategic for the organizational and didactic function and necessary for the autonomous school’s complexity – can no longer be ignored!

For the next political election, over 100,000 women and men in school will follow you in the debate for assess who talks concretely about the school’s content, who pays attention to it

those who are obliged every day to guarantee the right to education and community services,

those who plan, program and monitor the school in presence and safety,

those who are the daily link between students, staff and managers,

those who never resign in the interest of their school community,

those who live in the school and not only in the school.

Based on the renewed recognition of the teaching function, the proposals presented by Ancodis are:

a) the professional recognition of those who – in addition to teaching – take care of the collaboration with the school head in the organizational and didactic function, in the coordination and in the didactic planning; it is necessary to continue to define the profile and professional activities, the methods of access, duration and consequent financial treatment;

b) diversification of the teacher’s career not only on the basis of the exclusive engagement in the didactic activity, but also in the position of collaborator of the school leader/system figure;

c) the legal recognition of a collaborative partner in all schools (known in the traditional nomenclature as deputy inspector or vicar) and – given the complexity of the didactic and organizational function of the autonomous school – the detachment from teaching activity;

d) provision of specific training (management, coordination, control, planning, safety and didactic planning) as a condition for undertaking tasks in school management.

Ancodis hopes that the Italian school – the living cell of the country’s social and economic structure – will return to the attention of the political forces: it will be made more efficient in its actions, more responsive to the educational needs of students and the organizational needs of the staff interested – among the desired reforms – of the one relating to the strengthening of the teaching profession, the real career, a new legal status with the recognition of intermediate numbers.

For Ancodis, a new model of school management is possible: it must look to those who engage responsibly and professionally in this extraordinary but unrecognized job, aware of the role and important function they perform for the benefit of school communities.

We are – no one will deny it! – teachers who are engaged in our school communities in a “otherwise busy teaching job“, aware that without us the school could not function both at the educational level and in that – not secondary! – organizational.

We ask you to formally recognize the various professionals who have been formed over the years with great commitment, with energy and financial resources, including their own; we hope to listen to views on the benefits and read clear proposals that we can compare.

One thing is certain: we will not be distracted by easy topics that can win many likes but have nothing to do with the quality and good functioning of our school.
