We are, however, talking about the so-called ‘staff by right’, but it is a good idea to fill all vacancies, i.e. which municipalities make up around 787,000 places. In order to ensure the functioning of the service, there is in reality a need for around 100,000 more places each year, primarily support places, which are not stable in nature and are therefore covered of fixed-term contracts.

Does this mean that we will see the substitutes’ waltz again this year? And if so, to what extent?

“A fairly significant quota of alternates must be taken into account due to the ‘provisional’ nature of these 100,000 or more places added to the normal organic plant. As it is quite obvious that the vacancies for permanent employment will remain largely entrusted as a substitute, due to the lack of candidates in the ranking from which they draw. Despite the prevalence of insolvency procedures, it will indeed be very difficult to cover more than half of them this year as well. Last year was that just over 50% only thanks to the decision to hire GPS from band I, which again this year will be possible for support”.

Much therefore revolves around the support teachers: correct? Is it the only sector in trouble?

“Undoubtedly, the area of ​​support, especially in some territorial areas, registers a huge gap between the available seats and the candidates present on the ranking list. Some data give a good idea: in Piedmont, for the primary election, only 46 candidates for 1,307 seats; in Lombardy 481 for 3,396 places, in Emilia Romagna 124 for 1,077 places. But in Lazio it is not very good either, with 264 applicants for 957 possible jobs. Only Campania, Sicily and Calabria have more applicants than places. However, the situation is also varied in joint places, where all available places for childhood and primary will be covered, while we will have more or less large gaps in other competitive classes, especially those in the scientific field, especially in the Nordics”.

When will we better understand how we want to present ourselves in the starting blocks?

“To get a more reliable picture, it will be necessary to await the results of the so-called ‘quick call’, that is the procedure that allows those in a competitive ranking to accept if there are still places to fill. , the role in a different region than the one selected in the previous year 2020/21 (last year the quick call did not take place), however, does not lead to predicting significant movements, but we will have confirmation in a few days, as the ministry has set the deadline for August 10 for the completion of all recruitment operations, unless there are exceptions linked to the late publication of competitive rankings that are not yet ready for the appointment operations that are taking place these days.

50% of the number of places for permanent employment are allocated to the positions of the competitions and for the remaining 50% to the positions in case of depletion. In your opinion, is this a correct criterion? Will it serve to reduce the number of historically precarious workers?

“It is clear that a recruitment model entrusted exclusively to competitions (ordinary or extraordinary) does not meet the needs of the system, which in fact continues to have too extensive use of precarious employment contracts.
