A little more than a month after the start of new school yearthe regional school offices struggle with the usual unlikely challenge: be able to assign each available seat to a teacher before class begins. In fact, only in recent days has the Ministry of Economy given the go-ahead for the permanent recruitment of the quota required by the Ministry of Education for kindergartens, primary schools, first and second class high schools: for the school year 2022/23 there will be 94,130 new “chairs”.

How do you comment on the MEF provision? Are the 94,130 places sufficient, or were more of them needed?

“It is a decision in line with what has also happened in recent years, which in theory provides the opportunity to fill all vacant positions, i.e. without a permanent professor. However, we are talking about the so-called “legal staff”, which between support positions and joint positions make up approximately 787,000 positions. In reality, to ensure that the service works, approximately 100,000 more seats are needed each yearmainly from support, which, however, is not of a stable nature and is therefore covered by forward contracts”.

Does this mean that we will see the substitutes’ waltz again this year? And if so, to what extent?

“A fairly significant quota of replacements must be taken into account because of the ‘interim’ nature of these 100,000 or more positions being added to the normal organic plant. As it is quite obvious the places available for permanent appointments remain largely allocated to temporary staff due to the lack of candidates in the ranking list from which they are drawn. Despite the prevalence of insolvency proceedings, it will actually be very difficult even this year to cover more than half of them. Last year the 50% limit was only slightly exceeded thanks to the decision to hire GPS from band I, which will be possible again this year for support ”.

Much therefore revolves around the support teachers: correct? Is it the only sector in trouble?

“Undoubtedly support areaespecially in some territorial areas, registers a huge gap between the vacancies and the candidates present in the rank list. Some data give a good idea: in Piedmont, for the primary, only 46 candidates for 1,307 seats; in Lombardy 481 for 3,396 places, in Emilia Romagna 124 for 1,077 places. But even in Lazio, things are not going very well, with 264 candidates for 957 possible jobs. Only Campania, Sicily and Calabria have more candidates than places. However, the situation in shared spaces is also variedwhere is it all available places for children and primary schools will be coveredwhile we will have more or less large gaps in other competitive classes, especially those in the scientific fieldespecially in the Nordics”.

When will we better understand how we want to present ourselves in the starting blocks?

To get a more reliable picture, it will be necessary to wait for the results of the so-called “quick call”it is the procedure that allows them in a competition ranking of accept, if there are still positions to be filled, the role in a region other than the chosen one. However, the precedent for 2020/21 (last year the emergency call did not take place) does not lead to us predicting significant measures, but we will get confirmation in a few days, as the ministry has set the deadline for 10 August per the completion of all hiring operations. Unless there are exceptions related to the late release of competitive rankings, not yet ready for the appointment operations that are taking place these days.”

50% of the number of places for permanent employment are allocated to the rankings of the competitions and for the remaining 50% to the ranking in case of depletion. In your opinion, is this a correct criterion? Will it serve to reduce the number of historically precarious workers?

“That is clear a recruitment model entrusted exclusively to competitions (ordinary or extraordinary) does not meet the needs of the systemwhich in fact continues to make extensive use of precarious employment contracts. Two hundred thousand teachers employed on a temporary basis is not a burdenlet alone a lot of low-skilled workers, as we all too often tend to regard them more or less explicitly. Above all, they are a resource that makes it possible for schools not to close as well as a reserve of professional experience which, in any manufacturing sector, we would try to draw on with caution and foresight. Valuing this experience (“making a virtue out of necessity”, one might say), supporting it with all necessary training support, evaluating its work by offering stabilization options that will balance people’s interests with the interest of a school service that would win in terms of didactic continuity and organizational efficiency. The two-channel recruitment system (competitions open to all, placements for those who have gained significant work experience), introduced at the end of the 1980s, was born precisely from the awareness that the school system, due to its nature of compulsory service, which does not allow for cuts or suspensions, naturally generates a more or less large proportion of precarious work. To which it is right, useful, and opportune to recognize the prospects of stability: that is what he aimed at the channel for competitions based on qualificationsthereafter transformed in the leaderboard until exhaustion. A choice that, in retrospect, turned out to be wrong“.

Have you imagined how to solve the problem?

As a CISL school, we have repeatedly asked for the dual channel modelwith the necessary new interpretations, was confirmed as a system of recruitment, which, if well managed, would undoubtedly prove the most effective. Politiken has chosen to go a different way with an emphasis on regular competitions as if they were the only way to verify teachers’ preparation, guaranteeing their professional quality. An ideological approach that does not stand up to the test of facts. Regarding the methods of conducting some contests, the chronicles lead us to draw a pitiful veil, starting from the incredible amount of questions that have been shown to be wrongly set. In order to ensure coverage of the claim, which struggles to exceed 50%. Therefore, we believe that the recruitment model we are embarking on is not going well: a model decided outside of any showdown with the unions, despite the fact that there was a specific commitment to make it the subject of discussion and common choice. The only positive exception, forced by the reality of things, was the choice to confirm, at least on the support, the assumptions of GPS. This increases the proportion of stable employment.
