Recruitment of Catholic religious teachers, Uil Scuola: “In order to save”

The Ministry of Education has given permission for the employment of a quota corresponding to 422 teachers who are still on the 2004 ranking list, corresponding to retirements from 2022.

It is hoped that 130 teachers will be employed in the role, as 70% have reached in the regions concerned, the maximum capacity set by Law 186/2003. In childhood and elementary school in Basilicata, Calabria, Campania and Lazio, recruitment will be limited to a few dozen. Among these, Basilicata and Lazio will de facto exhaust the ranking, only 1 will be employed in Basilicata. The total recruitment will be 35 units nationwide in the first education sector. In Calabria there will still be 148 teachers and in Campania 407 still from the first sector. In the second sector, there are 10 to be employed in Basilicata, but with the next retirements, the problem can also be solved in this region. Could more have been done? If we were sure that the recruitment of all 600 colleagues still in GM in 2004 would not lead to further situations of injustice and the removal of places from other school orders, we would also have been in favor of a spread between first sector and the other education sector, but at the current status it would happen, as RGS itself has introduced with the last DPCM permit for recruitment, a reduction in the total number of seats with the risk that the next competition will see even fewer seats than those approved to date and not only in the regions above, but in general. We remind you that the vacancies on 01/09/2022 will actually be 6819 and the last DPCM had approved 5116 compared to 2021 vacancies of 6291. Let us remember that the 673 seats last year were not all filled with permanent teachers, as the maximum capacity in the individual dioceses had been reached, and it was therefore not possible to proceed with recruitment.

The situation in Calabria and Campania will remain the most sensitive and it will most likely be necessary to fight for the extraordinary competition of childhood and primary for these two regions, as well as for Basilicata, which for the year 2022 has 0 posts in staff of 70 per cent Retirements were really insignificant and if we were to make an estimate for future competitions, bearing in mind the average of resignations, we would have this situation: 0 places in 2022/23, 1 place in 2023/24 and one place in 2024/25 in Basilicata a total of 2 vacancies (1 for ordinary and one for extraordinary?). In Calabria, on the other hand, we will have a total of 20 places between 2023 and 2025 (ie 10 in the ordinary and 10 in the extraordinary) and 60 places in Campania (30 in the ordinary and 30 in the extraordinary). Although for Basilicata, despite the ridiculous number of seats, the 2004 ranking is almost exhausted, it is likely that it will not be affected by the guillotine of the State General Accounting Office. In fact, in Calabria and Campania, although it is also assessed by the Ministry of Education, no competition should be held for the first education sector, since the positions of the respective regions are still very consistent. It must be said that almost all of the 30% of Campania consists of suitable candidates from 2004, same situation in Calabria. We will fight in the right places so that it continues to flow in the coming years as well, until new competitions are approved for these two regions.

The only way to resolve the particular situation in the two regions concerned is an act of courage and an increase in staff, which would not only benefit colleagues from the south, but all regions. In fact, to date, of the 17016 posts in the staff of 70%, approximately 40% of the total are actually in the role, while the vacancies are 6819, of which 3459 are in Inf. and Prim., and 3360 in the secondary.

We also remind you that on 20 July last year, the Ministry of Education requested authorization for 5116 places for the ordinary competition. DL 36 of 2022 transformed into law 79 last June 29, established an extraordinary competition for 50% of the vacant places in the 70% staff, therefore, all in all, according to the personnel announced by the ministry, we will actually have for extraordinary competition 1729 places in Inf / Prim and 1680 in secondary. Of the 14112 spectators of vacant seats (6819 in the staff of 70% and 7293 in the staff of 30%), which have so far been occupied by approx. 15,000 annual appointees, only 24.16% of the seats would be filled, which gives an almost certain answer of approx. 22% of the uncertain, it being understood that the evidence of the extraordinary competition is not selective. The remaining surrogates will have to contend with the regular guillotine, and at best the answer would only amount to 40% of the total uncertainty. Naturally, as I said, a new authorization will be required in the hope that the National Accounts Service will not intervene again this time, which will further reduce the number of competition places. If that is the case, according to the logic of the last authorization, we will no longer have 5116 authorized places, divided by 50% for the two competitions, but 5116 places minus the authorized quota (422 places) for a total of 4694, divided into 2347 per overtime and the other half for the ordinary…. A mockery? We cannot define it differently, in fact it is only the barely 17% of the undecided who want an answer at certain times or almost. We will oppose this further policy of cuts and austerity to the detriment of workers.

We are convinced that politics must have the courage to give a concrete answer to thousands of school workers, long-time professionals. To reserve the crumbs in the face of a budget parity shows us that the administration is not only deaf and blind to the demands of the workers, but goes against its own interests and does not want to recognize that the hiring of an annual religious appointed for an indefinite period is savings due to the financial framework with permanent staff and the new career recalculation. But of course we make the calculations with reality in mind, while the Administration thinks about parameters that are difficult to code.
