R. The Ministry of Education has long prepared the draft of the decree with “Rules relating to competition based on qualifications and examinations for access to school leadership rolesBut its publication is still awaited uofficial.
Q. When will the competition be announced?
A. At the moment it is impossible to specify a date or in any case a possible timing. What is certain is that the aforementioned decree must first be published and then the insolvency proceedings can be announced.
Q. I am a trained and qualified insecure teacher with over five years of service in state schools. Can I participate in the school leader competition?
A. No, to participate in the competition it is necessary to be a permanent teacher at state schools and educational institutions.
Q. I am a trained and qualified teacher employed for an indefinite period at an independent school, can I take part in the competition for head of school?
A. No, as mentioned before, to participate in the competition you must be a permanent employee of government schools and educational institutions.
Q. I am a non-permanent religious teacher with 10 years of service and a law degree. Can I participate in the competition?
A. No, to access the procedure you must be employed with a permanent contract in state schools and educational institutions.
D. The master’s degree in religious studies is considered to be a useful qualification for entry into the competition for headmaster?
R. In the draft ministerial decree, which will regulate the competitions for school managers, it is stated that permanent teachers from state schools and educational institutions (who have been confirmed in the role and have completed 5 years of service) in possession of one of the following qualifications: graduate degree; Graduate degree; diploma obtained according to the didactic rules prior to Ministerial Decree No. 509/1999; II-level academic diploma issued by institutions of higher artistic, musical and dance education; joint academic diploma in the old system with upper secondary examination. As can be seen from the above, we are talking about a master’s degree, without specifying which one, therefore the answer is affirmative.
Q. I am a permanent ITP teacher with a six-year permanent appointment and two fixed-term appointments, and I also have a degree. Can I participate in the school leader competition?
A. In the decree governing the competition, it is foreseen that teachers who are employed in state schools and educational institutions and hold a degree (in addition to being confirmed in the role) can participate in the procedure. However, it is not foreseen that one must belong to the roles as candidates, therefore the answer is affirmative: he can participate.
Q. I am a permanent teacher (for more than ten years) in the elementary school, where I was employed by virtue of the possession of the master’s degree, obtained within the academic year. 2001/02. I will get my exam soon. Can I participate in the competition for head of school?
A. Yes, you can participate as there is no connection between participation in the procedure and the title of recruitment. The decisive thing is to have the prerequisites: role in state schools + confirmation in role + 5 years of service + exam.
Q. I have a degree in natural sciences from the University of Messina for the academic year 2000/2001 and I have been trained as a specialist in music didactics for a few years. Can I participate in the next executive competition? Are the dates already planned?
A. Yes, he can participate in the competition as he holds a degree (actually he holds two valid qualifications: an education in natural sciences and a special education in music didactics). Of course, the other requirements are also necessary (see previous FAQ). As for the dates, as mentioned above, we are still awaiting the announcement of the DM, who will manage the competition, and subsequent bands. Therefore, at this time, no date is foreseen yet.
School Head Competition, Admission Qualifications. Can I also participate with a master’s degree?
Q. I am a graduate teacher who has already been confirmed in employment with 3 years of permanent employment and 2 fixed term service at state schools. Can I participate in the school leader competition?
A. Yes, the service can be performed for both a fixed and an indefinite period.
D. I have the necessary prerequisites to participate in the competition for head of school. The only issue relates to the service requirement: I have a 4 year role and a fixed term appointment of 180 days. Can the latter be considered a year of service?
A. Yes, it can be considered a year of service. In fact, in the draft of the ministerial decree, which will regulate the competition, it is foreseen that the temporary service must be provided for a whole year, if it lasted at least one hundred and eighty days.
D. I have 3 years of permanent service plus one year for a limited period (contract from September 1 to June 30); I also performed another service without interruption from January 31 until the end of the final vote. Can I still participate in the competition for school leader if I meet the other requirements?
A. Yes, since he has a total of five years of service required (3 years of permanent employment + one from September 1 to June 30 + one from January 31 to the end of the final check); the time-limited service is actually considered to have been provided for a full year if it lasted at least one hundred and eighty days or if it was provided without interruption from February 1 until the end of the final inspection.
Q. My fifth year in the role starts from the 2022/2023 school year. If the school leadership competition were to be announced in the next few months, would I be able to enter? Or should you wait until the fifth year of the role is completed?
A. The participation requirements must be met within the application deadlines, including five years of employment. We point out that even for permanent teachers, the year of service can be evaluated (as we also read in the CCNI on mobility 2022/25) if at least 180 days of service have been completed, why, if the competition will be published during the academic year 2022 /23 and on the date of submission of the applications, our reader will have performed a service of at least 180 days, should be able to participate in the competition procedure.
D. I have the prerequisites for the competition for head of school. My only doubt concerns the service requirement: I only have 4 years of permanent employment, to which is added a year of legal backdating of the employment not covered by the service. Can I still enter the competition?
R. No, the role service, as stated in the draft of the aforementioned ministerial decree, is only considered valid if it is actually provided, with the exception of the legal backdating periods. The same indication was given by the Ministry in the FAQ published on the occasion of the competition in 2017:
