how will the future entrance to the school work and what is foreseen for the precarious?

On 29 June, Parliament finally approved Legislative Decree 36/2022. The Transformation Act – Act 79 of 29 June 2022 – is published in the Lovtidende. Also on this link it is possible to download the coordinated text (articles of interest are 44-45 and 46).

The new recruitment system is structured in 3 phases:

  • enabling path of basic education of 60 CFU / CFA
  • national competitionheld on a regional or interregional basis with written and oral tests and evaluation of qualifications
  • trial period in service for one year with final testing and final evaluation.

Enabling paths, what will they be like?

Structure: 60 CFU / CFA, of which 20 for internship and 10 for Pedagogy. The details will be defined in the DPCM to be issued in July 2022. The CFU / CFA will be a supplement to them for the degree.

Recognition of 24 ECTS: it will be possible without affecting itobligation to complete at least 10 ECTS/CFA direct internships

When can you access: after obtaining the qualifications that give access to teaching (master’s degree or AFAM II level for teachers and first level AFAM degree or diploma for ITPs), or during participation in courses enabling them to obtain the same qualifications. Appendixin any case, the qualification examination is obtained after obtaining the qualification for admission to teaching.

Reservation of places: in the first three cycles of the qualifying courses, there will be a reserve of places (to be quantified) for teachers who have an existing contract in the relative competition class at a state, equivalent and IeFP school.

Last Test Activation Path: there will be a written test, consisting of acritical analysis of the school practice and simulated lesson.

Course delivery: with conventional methods and compulsory attendance: Only 20% of the activities, with the exception of internships and laboratories, will be able to provide telematics methods. Each internship course CFU/CFA corresponds to 12 hours in class.

Charges: will be held by the participants, but the DPCM from July 2022 will define the maximum costs for enrolling in university and academic courses as well as for conducting the final exams.

Means of guidance: reduced by those from Card Docente from 2024 onwards, to the extent of 19 million from 2024 and 50 million from 2025 onwards.

Qualification for teachers who specialize in support or qualify for another grade / competition class:

They will be able to achieve lqualification through a course of 30 CFU / CFA, of which 20 CFU / CFA of teaching methods and technologies applied to the disciplines and 10 CFU / CFA of direct practice. Fees are paid by the participants.

Competitions:

Ordinary recruitment system – fully operational from 1 January 2025:

You can gain access to the competitions (held annually) if you have an entry ticket + qualification.

Procedures that deviate from the regular system are accompanied by 3:

1) Admission with 3 years of service in the state school, in the previous five years, of which 1 in the competition class. The winners of the competition will undergo a training of 30 CFU / CFA (and not 60 required), after signing an annual compensation contract and before being subjected to the annual probationary period in service, which, if passed, decidesactual entry into the role.

2) Admission with 30 ECTS, provided that part of the credits is an internship, measure valid until 31 December 2024. The winners of the competition will sign a one-year contract and will then be required to complete the university and academic basic training course before taking the test year and any commissioning.

3) Access with 24 CFU: until 31 December 2024, those who have achieved 24 CFU / CFA by 31 October 2022 are also eligible to participate.

How will future competitions take place?

Written test: with open questions regarding the discipline and teaching methods and techniques, oncomputer science and the English language.

Pre-selective test: can be planned until 31 December 2024

Oral examination: ascertains professional knowledge, teaching skills etcskill inteaching also through a specific test

Reservation for participants with 3 years of seniority: it will be equal to 30% and valid for those who have attended public schools for at least 3 years in the previous 10. The reserve applies to the competition classes or types of places for which the candidate has completed a service of at least 1 school year.

Ranking of non-qualified subjects: the eligible winners of the competition will take precedence over the non-eligible winners.

Support what is expected:

Access to the competition for supporting submissions: with specialization

Access to specialization courses on support: until 31 December 2024 (therefore fromVIII cycle of TFA support because VII has already started), there will be in the specialization courses a quota of places reserved for temporary and permanent teachers who have served at least three years of service in the last five on support place in state schools, equal and in The IEFP trails and who are in possession of themactivates. (The share must be quantified).

New procedures for support: until 31 December 2025, in the event of the depletion of the competition rankings and subordinate to the rapid call, a special competition procedure may be initiated for support sites, the characteristics of which will be defined by the Ministry. The rankings of this procedure are integrated every two years and those included update the score.

Trial and training period:

Features: the trial period lasts one year, to pass it you must have completed at least 180 days of service and 120 teaching activities.

Final test: a final test and evaluation by the headmaster is envisaged after consultation with the assessment committee. In case of failure of the final test or negative evaluation, there is another trial period which cannot be extended.

Cancellation of other placements and place of employment: after passing the final test and the positive final evaluation, the teacher is deleted from any other ranking, based on merit, department or attrition, in which he is enrolled and confirmed in the role in the same school where he completed the probationary period. The teacher is required to stay at the same school, site type and competition class for three years, including the probationary period. For non-qualified subjects, the necessary period to complete the qualification-giving education is added. Exceptions are made except in cases of surplus or redundancy or use ofart. 33, c. 5 or 6, of Act 104/1992, for events that take place after the submission of applications for participation in the competition.

In any case, the teacher can submit an application for provisional assignment and application inwithin the province of affiliation and may accept the assignment of deputy for lthroughout the school year for another type or class of competition for which it is eligible.

Our observations:

Lthe need for enabling education for high school is absolutely acceptable to us, but the system thus outlined allows for many tests that are repeated in vain:

  • entrance and exit tests of the enabling courses
  • competitive tests
  • final test oftrial year

We are facing an obstacle course which, if not simplified, will create major dysfunctions in access to the role and hinder the stabilization of insecure workers.
