The ITS reform is law. We returned to the subject with Gabriele Toccafondi, former Deputy Secretary of the Ministry of Education, Deputy of Italia Viva and President of the Law in the Chamber.

Toccafondi, the final ok was unanimously received from Parliament to the reform of ITS and you have been the rapporteur for law in the Chamber. A topic he has been working on a lot since he was deputy secretary in the ministry. But what is it?

These are non-university post graduate courses administered by participation funds where schools, universities and companies sit. They are young tools (the first graduates are about ten years ago), but they work very well, 80% of the graduates find work according to their qualifications in a few months. With the PNRR, Italy has decided to invest an additional 1.5 billion in 5 years, and Parliament has passed a law improving the tools available to the funds. Now the challenge is to increase students and courses without compromising quality.

Do you not think that, especially at this moment, there is an abysmal difference between those who promise grants and those who need education and training courses?

In summary: The state’s pocket money is better than a career path, where the ITS law represents the exact opposite of what the populists and sovereigns together in the government, Count 1, wanted. that you commit to, study, get an internship in the company.No one can guarantee that you will find the job immediately, but if the statistics say that 80% of the candidates find work, it means that the road works. reformists. And the reformists, who are facing not simple problems, are looking for solutions. Populists climb to the top of a balcony and shout slogans.

All the more reason, therefore, is that Parliament’s unanimous approval today is a goal that is anything but a matter of course.

Yes, and I’m proud of it. Also by the work done in Parliament by the groups in Italia viva expressed by the two rapporteurs for the law. The first reform of the NRP in the education sector is adopted unanimously. Not really something that happens every day in Parliament. If I think for a moment it was the Ministry of Education that rowed in a different direction …

In terms of benefits: will the reform revolutionize the organization of ITS?

This is not about a revolution, but about an audit that has a clear goal: to create the conditions for increasing students and courses. However, a revolution was not necessary because ITS was already working. Let’s look at the data: two-year postgraduate courses attending 22-23 year olds. 20 thousand members, 102 foundations, 700 active courses and 80% find work immediately. With the reform, we recognize these extraordinary results, and we are investing more in this. Because from 20 thousand students we want to reach at least 100,000, because in NRR there are 300 million more a year for five years. For paradoxically, we have many companies that are looking for, but who can not find due to lack of skills.

What is strengthened with money? And who will manage these great resources?

What we know is the strengths of ITS are strengthened: autonomy, evaluation, monitoring, relations with the world of work. And the point of managing these resources is fundamental, let’s talk about 1.5 billion in 5 years. Without forgetting that it is borrowed money: the priority is not to make the country waste public resources and time for the children, and here lies the great responsibility of the Ministry of Education on the one hand and the regions on the other. In particular, it is the regions that decide whether and how many Its Academy funds are to be set up. They will have to take responsibility for determining the criteria, for example by ensuring that they are evenly distributed across the provinces. There is concern, of course, but we trust the seriousness of those who will be called upon to manage these extraordinary resources.

Does the ITS law also tell us anything on a political level?

Admittedly: that only those who have the courage to be reformists help the country. The populists, the screamers, the street agitators solve nothing. In 2008, when ITS was set up, the screams of those who said “sell school to companies” were wasted, now everyone is unanimously applauding. But if there had not been the Reformists in 2008, we would not have had the over 70,000 22-23 year olds immediately employed within the last 10 years.
