Gian Luca PerinottoChairman of the Lombard Regional Council of PPC Architects’ Orders: “In the title – he explained – there are two basic words: ‘school’ and ‘future’, the latter word is very dear to me and if we do not look at the problems today “contingents are thinking about the future, we have everything wrong. This initiative is going in the right direction”.
Before the presentation of the projects, arch. Francesco Bargiggia from the Lombardy region, thanking the Council and all the actors involved: “Today we present projects on new realizations and redevelopment projects, representing issues that deserve to be brought into a common factor. Projects with common characteristics, first and foremost the presence of An alliance of local subjects that has drawn up a proposal, an absolutely valid argument for the construction of a school “.
The municipality of Bottanuco presented the winning project involving the creation of a new campus. One of the mandate goals was precisely school construction with the desire to put together a professional group based on the three-year plan of the educational offer. The goal of the project is to move from an elementary school to a place of active citizenship.
The ordinary Capergnanica, a municipality with just over 2000 inhabitants, has designed the new fully sustainable school in the city center; a project based on interaction with the community with the construction of an adjacent garden, an agora and a fitness center.
Also presented the municipality’s project Erbusco, recipient of PNRR funds and regional funds, who chose the latter because the Region guaranteed a greater contextualization of the project. A project born out of the demolition of an existing structure in the 70s with problems of a static nature, and which saw collaboration between 40 professionals.
The municipality of Lecco presented the redevelopment project in the center of Lecco, which is located near the campus of Milano Polytechnic. This is the De Amicis school, which has a monumental bond. The tender will make it possible to renovate the existing one with energy efficiency measures and redevelopment of the inner areas. The project also includes the construction of an internal library and the rebuilding of the inner green. All in the perspective of a new teaching methodology that will not only take place inside, but which will see a didactic continuity between inner and outer spaces, and elements available to citizens, such as the gym, the library, which will have an analogue library. and a digital.
The winning project of Parabiago will see the creation of a pole just outside the built-up area where there is already a continuation school and Villoresi Park. The surrounding landscape is amplified and becomes a reference point for the new district that emerges and which connects the school complex with the urban context.
The municipality’s project of Saronno which saw the light thanks to the collaboration between the technical office, the municipality, the school and even the children, relates to the Rodari school, built in the 70s, which today had high maintenance costs. A sustainable structure that will be full of openings to the city.
After the presentation of the projects, Loredana Poli he emphasized some elements of reflection that emerged, such as the inner-outer dynamics that are common to all projects and that relate to teaching, but also openness to the outer community and the city that surrounds it; theme that leads to reflection on the role of the school in pedagogical alliance. A double interconnection, which, however, does not find support in the current set of rules.
The project “The school for every talent” by Ceranova (Pavia), which concerns four municipalities, stems from the search for a solution to school dropouts and transport problems. On this project, the mayor said that the desire to be the main characters and actors in the design of the school and the area of competence has arisen. Traveling activities are created for the 4 municipalities that participate in the project with the aim of giving life to a larger community, which is why they put the concept of community at the center. The project was based on several tables composed of teachers, students with the support of an educator and a psychologist. Ideas that have been reworked and given to the designers to meet the needs of the community. A process will begin, which will be extended to society, and a monitoring of the social impact will begin.
Prof Elena Granata, by the Politecnico di Milano brought a broader reflection. For Elena Granata, the school is asked to play different roles, and the projects presented show that the old school box is finished. The innovations represented by new projects, such as the outdoor challenge, embody what communities want. Especially in light of the pandemic, according to Prof. Granata “we must give our children a new educational experience back”. In this context, the regional call for proposals was very innovative and the school can become a place of innovation.
Good. Marialisa Santi, of the Milan Order of Architects, emphasized the aspects of inter – institutional cooperation and thanked them for the results achieved. While the doctor Valentine of the Agnelli Foundation, which accompanied the construction process of the announcement and the selection process of the projects, highlighted the important role played by the developer, who has the task of letting the calls reach the goal, identifying the needs and giving clear indications to designers. Four themes were highlighted: the importance of procedures, complete design thinking, the importance of always taking the school’s idea as a starting point, clear roles for the various actors involved “because a quality project depends on a quality process”.
Good. Maurizio Cabras, Coordinator of the Department of Territory, Urban Planning, Public Works, Construction and Heritage at ANCI Lombardia, spoke on the issue of complexity management. “Today we present eight large projects out of 1500 municipalities. The municipalities come from a situation where, with the Stability Pact, they could not use and could not hire new staff. What we are presenting today is a work that we have built up over a long period of time together with the trade unions, but the first task we must give ourselves is to adapt the legislative framework and ask the Region for other resources to utilize. planning efforts in Municipalities by scrolling through the rankings. “For Cabras, the rise in prices is” a topic to be managed jointly, and on this we want greater interest from the Region; there are deserted races, and on this we need to understand what we are to do. Tools are also available, but institutional alliances are needed on these issues. Task forces consisting of experts, technicians and working groups are needed to support the municipalities, and this can only be done jointly. This is Anci Lombardia’s commitment with our proposals for competence centers together with the municipalities and professional associations “.
“We are ready for a principle of subsidiarity among professional associations, where institutions need support. The school deserves innovation in form, but also in the processes by which it is achieved, especially in the design process ”, Arch emphasized. Stefano Rigoniof the Milan Order of Architects.
