Education and research are among the cornerstones of any country that cares about its development. Elements of the intersection of present and future, the results of which have an important weight not only on a social level but also on an economic level. It is therefore not surprising that, within the National Reform Program, there is a specific mission dedicated exclusively to these sectors, in order to restore to them a centrality that had been lost in recent years.
Restarting the country certainly means providing concrete help to the companies and activities hardest hit by the pandemic, but in a long-term perspective that plans to build solid and lasting well-being, schools and universities cannot be neglected. It is precisely in this direction that all 6 missions of the PNRR are moving with the aim of achieving an improvement that can not only be effective, but above all stable over time.
Instructions Pnrrthe mentor program launched by BFC Media, Nuvolaverde And Metasocialproposes a training course structured on several levels, to teach one know and use National Recovery and Resilience Plan, with a broad vision that includes both the most theoretical aspects and the most practical applications. The route is accessed via a dedicated platform, mentorprogram.itwhere the content is inserted specially designed guiding stakeholders in Pnrr missions, components and investments: it is a unique opportunity open to all, from large companies to non-profit organizations in the third sector, but to be able to fully understand it, it is important to know how to move. Guidance will be the mentors’ expertise and testimony, which will allow the coordinates to consciously wander within the various sections of the Plan and concretely translate the possibilities and underlying mechanisms.
We are well aware that the European funds linked to the NRP are distributed through tenders in which the owner administrations or implementing bodies are free to participate. But where are these messages? And how do you read them? Answering these questions will be Hope Boccafogli, general manager of Sinergie Italia, through an in-depth study of the various portals available: from the official ones, which keep a general overview of all activity, up to the more specific platforms, activated by ministries and local authorities. In addition to the search procedures for the calls, it will also offer some important operational tools to enable planning and interaction with the recipients, tools that are often missing on the portals, which only inform about the decree, but without elaborating on its content.
Take a closer look at Mission 4, dedicated specifically to Education and researchis it possible to analyze the main objectives against which one resources of over 30 billion euros. Part of the attention is focused on kindergartens and kindergartens with the aim of increasing the supply of these offers and creating new places for both 0-3 and 3-6 years. Other important topics that will also involve colleges will be structural rehabilitation of school buildings and investment in teacher recruitment and training processes, with particular emphasis on encouraging the training of STEM disciplines. For research, on the other hand, the intention is to strengthen the entire sector, starting with a reform of orientation, educations and doctoral degrees, to which an update of the educations and an increase in unity. In fact, the development of vocational education means a strengthening of the research chain, which will then have an inevitable positive effect also in the business world.
Federica Stella Blasi, specializing in the management of research projects at the University of Salento, describes, for example, the possible synergy within Agrifood Tech. The food industry is a key sector of the Italian economy, which for some years has been experimenting with an increasingly technological approach in both the cultivation and processing of products. Making the system more modern and efficient leads to an increase in the level of competitiveness, quality and sustainability. The results, which are already more than satisfactory today, will be expanded even more thanks to the NRP, partly through funds earmarked for ecological change, but to a large extent also through the strengthening of scientific research initiatives in areas such as agriculture, environment, natural resources and bioeconomy. : without research, there can be no innovation.
This major effort towards innovation, regardless of the reference sector, can be considered as the common thread in the NRP. It is a process supported by the development and sharing of know-how, which Alberto Improda, lawyer and teacher of intangible affairs, remembers that it is an extremely widespread asset but difficult to administer due to its intangible nature. The regulation of know-how, which is particularly deficient in Italy, is only one of the topics in the intellectual property reform promoted by MISE in order to encourage investment and facilitate the transition from the world of research to production. Intellectual property is in fact central to the effective and efficient implementation of all the objectives of the NRP: it represents the set of institutions that allow the implementation of all ideas related to innovation, an important tool to accompany both companies as the country in this collective efforts.
Another cross-cutting element of the NRP is the theme of education. As any professional knows when we talk about training, we are referring to a path without an expiration date, as enriching a person’s knowledge is an added value regardless of age. Daniele Izzo, Collectibus business consultant, reiterates its importance under different aspects: for the success of the reform of PA and the legal system, for the strengthening of our cultural and artistic heritage, but also for the development of companies, large and small. The National Recovery and Resilience Plan especially promotes the processes regarding rehabilitation (learning new skills) and qualification (improving existing ones to access more advanced jobs) offering tax incentives for investment in staff training, particularly in the field of digitization. Because education, as well as intellectual property, is certainly an enabling factor to achieve most of the economic growth goals set out in the plan. All occasions as it would be a shame to waste.
