Student volunteer work: possible for special and well-identified school activities: how to do it and what regulation to adopt

There is no educational institution that, in connection with its training, education and teaching activities, does not encourage individual and joint voluntary activities with the dual purpose of offering opportunities for social and civic engagement and self-realization, increasing and strengthening the educational offer. for the benefit of the young and adult population. However, the activity must be regulated in some way. Voluntary activities, in fact, as a manifestation of a productive contribution to civil society and to the development of school services, are entrusted exclusively to volunteers both as a single and group voluntary commitment.

Possible intervention sectors

Voluntary activities are in principle characterized among the many intervention sectors of some types, which are identified in particular by the department’s council following the opinion of the teaching body:

  • laboratory activities within didactic projects prepared by the teachers and approved by the teaching staff also in leisure time;
  • laboratory activities related to subjects and skills related to the territory and its history;
  • didactic integration activities for special and motivated needs;
  • assistance and / or animation for unplanned moments (eg year-end parties, recreational and solidarity activities …) and curricula (theatrical, musical activities, etc.);
  • training, updating and project development activities;
  • contact to institutional bodies (local health authorities, municipality, social administration).

The request to perform voluntary work and the criteria for awarding the benefit

The volunteer sends a request to the principal to perform volunteer work, indicating the area of ​​focus and the methods for performing it. The allocation of voluntary work – as stated in the specific provisions prepared by the “Antonio Pagano” Comprehensive Institute of Nicotera (VV), led by the headmaster Prof. Giuseppe Sangeniti – performed by the principal. The full expected acceptance of this regulation constitutes a binding precondition for the award of the activity.

Subjective requirements for positions

In order to be able to achieve a task under these regulations, the stakeholders must possess the following conditions:

  • age over 18 years;
  • the enjoyment of civil and political rights and the absence of criminal convictions which prevent, in accordance with the provisions in force in the field, the establishment of an employment relationship with the public administration;
  • psycho-physical and cultural suitability to perform the task, in relation to the operational characteristics of the specific task.

Legal and tax qualification of the task

The obligation associated with the tasks mentioned in this regulation should not be construed as a substitute for ancillary work, nor should it be considered unavoidable in order to guarantee the normal activities of the school, in the operational context of which it is inserted in a mere accessory and aid. way, which represents an enrichment of these activities through the contribution of the knowledge and experience of the volunteers. The assignment of the task – is highlighted in the specific provisions prepared by the “Antonio Pagano” Comprehensive Institute of Nicotera (VV), which is attached as an example of excellent school and excellent management practice of the educational institution -, strictly excludes any company from a subordinate relationship , even if it is on a forward basis. The assignment may be canceled at any time due to withdrawal by one of the parties without the need for it, or due to the stakeholder’s supervision or obvious unsuitability in relation to the necessary conditions for access to the assignment itself.

Reimbursement of expenses

Volunteer work is provided spontaneously and free of charge and cannot be paid for in any way. The Foundation should therefore undertake to reimburse only the volunteers for any previously approved and actually incurred expenses that are directly related to the activity performed and are objectively necessary. To be reimbursed for these expenses, they must be adequately documented.

How to organize, monitor, verify and ascertain performance related to the voluntary service

The teacher identified for the purpose (responsible for voluntary activities that may coincide with the leader of the school complex or with one of the school leader’s partners), arranges, monitors, verifies and ascertains the relative performance, significance, for the mere organizational effects, the existence of volunteers subordinate to the staff of the Institute. The manager supervises the performance of the activities and verifies that the volunteers respect the rights, dignity and opportunities of the users and / or users of the activities themselves, and that the latter is carried out in a technically correct manner and, if given. , in compliance-specific sectoral regulations. At the beginning of the activity, the leader, in agreement with the volunteers, prepares the operational program for the realization of the activities themselves.

Volunteers involved in the activities must be covered by insurance against accidents in connection with the performance of the activities

The institute is obliged to ensure that the volunteers involved in the activities are covered by insurance against accidents in connection with the actual performance of the activities and for civil liability to third parties. The fees that follow from the insurance coverage are borne by the Institute.

Duties of volunteers

Each volunteer is obliged, under penalty of revocation of the assignment, to:

  • perform the assigned tasks with the utmost care and in accordance with the public interest and in full compliance with all legal provisions and / or rules;
  • respect the pre-determined opening hours;
  • behave towards anyone based on the greatest justice;
  • not to devote himself, in service, to activities unrelated to those to which the task was assigned;
  • immediately notify the Secretariat of any absences or obstacles to the performance of their duties;
  • comply with the instructions received regarding the processing of personal data and security at the workplace;
  • reports to the manager all the unforeseen facts and circumstances that require changes or adjustments to the project or that may cause harm to people and the school itself
  • each volunteer is personally and fully liable if he or she engages in a criminal and / or civil offense, including through guilt, implying that the Institute and its staff are exempt from any liability in this regard.
