It ended at second reading the review of the provision on the tertiary system of higher technological education and training that establishes and strengthens Its Academies, a new tertiary, technological, professionalizing supply chain, strongly desired by Forza Italia, which with the law 544 Gelmini-Aprea had initiated the law in the chamber approval, whereupon the intelligent and responsible contribution of all political forces, including the opposition, converged during the investigation.
The consensus unanimously reaffirmed the foresight of Forza Italia’s proposals and, above all, reaffirmed the urgency of liberating our country (as at the beginning of the last century) from a tertiary, professionalising, non-academic education channel such as those that existed in all . European countries that are bridging our gap that has lasted too long.
We also express great satisfaction that the law on parliamentary initiative will be an integral part of the NRP, which allocates 1.5 billion. to this mission and will enable the training of young people specializing in technologies used in the production and service chains that characterize the world of work and 21st century society.
In the approval process, the Senate had to take into account the great work that was unanimously carried out by the Chamber, and this allowed secure the system at first readingstarting with the renaming of the old ITS in Its Academy, which makes it possible to adopt the vision and concept of business academies as business schools for this tertiary segment, where young people can grow and learn with an organizational vision that is able to adapt changes, of which SMEs in particular, which are the backbone of the national production system, have an extreme need to innovate and compete.
In addition, we hope that this new renaming will make its academies more attractive to students and families, from 2,000 technicians a year (current estimate) to 20,000 specialized technicians to support and accompany the modernization of the country through reforms. the Pnrr.
The new higher education segment (which returns to our country 60 years after its unexpected closure for purely ideological and business reasons) will have 50% teaching staff consisting of professionals from the world of work and a share of hours of activity totaling no less than 60%.
The new technicians and technologists will also be trained in real professionalization of roads, where 35% of them in the form of company internships.
The great news that accompanies this reform, and which justifies its presence in the NRP and the resources up to 1.5 billion. relates to the identification of the technological areas which, although the law prescribes, will be the subject of a subsequent decree, they will have to explicitly refer to the main current challenges in the country’s economic development: from the ecological transition to the digital, from Made in Italy for high artistic craftsmanship, from chemical-pharmaceutical research to mechatronics.
Therefore, the strong common intention in the Chamber and the strength in the Senate is to give life to a tertiary system that is able to support the needs required by the latest innovations, but also to strengthen know-how in more traditional sectors that also represents an element of competitiveness for the whole country.
The provision thus defines, for the first time in the history of the republic, a professionalising tertiary system, in which finally private subjects (companies) are recognized for performing a public function.
The law maintains the distinction between Eqf Level V courses (European Qualifications Framework) with at least 1,800 hours of training and Eqf Level VI courses (such as degrees) with a duration of at least 3,000 hours, although the latter must be limited to the professional figures requires a high number of hours of training and must be identified by a subsequent Dpcm, who must provide a link to the university system.
In short, the challenge is to protect the autonomy and peculiarities of its academies, collaborate with universities and improve the special conditions of both.
Another important aspect is that funding is stabilized and regulated, and the right to study is strengthened with scholarships and student housing.

Its academies will, among other things, be places of communication for a rapid transition of young people to working life. Thus, a concrete and widespread tool is offered throughout the national territory to fill discrepancy between demand and supply of highly specialized work, which has so far greatly affected the competitiveness of companies and the employability of young people. The system is implemented through loyal cooperation between the state and the regions. For this reason, an agreement is planned at the State and Regional Conference for all implementing measures.
Parliament, with the creation of Its Academy, scored a goal, but in order to win the battle, it is now necessary to immediately implement the law with the decrees that the Ministries of Education and Universities are called upon to adopt.
