Thanks to the Pnrr funds, it will be possible to partially restructure the Italian school with a focus on the most fragile students and on the territorial divide.
Thanks to the pandemic, the danger, the shutdowns and the isolation that had to be created, even at the level school, to fight the virus, in recent years student who went from there school there have been too many. That of dropping out of school it is a serious problem which, in order to be tackled and solved, requires an important allocation of funds from the government. Although the decisive factors for early school leaving, which occur especially in some areas of Italy, are determined by the motivation and social environment in which one grows up, on the other hand, the lack of sufficient funding for schools is also a major problem.
Just to try to solve the problem dead end organizational, structural and programmatic of schools, the Ministry of Education, Patrizio Bianchi, has decided to allocate important resources from the NRP to the school, the management of which will be left directly to the individual departments.
That Pnrr Education in fact, it foresees a significant investment in contrast to territorial gaps and to dropping out of school: 1.5 billion between now and 2026 to begin reversing developments and addressing a phenomenon that we have experienced for many years. “We put the most vulnerable at the center of our strategy with a concrete effort that will have its focal point in our schools, to which we will allocate resources directly,” the minister said.
Specifically, as illustrated by the Minister, it is a national plan divided into three different actions:
- the first, which allows for a grant of 500 million. for interventions in the age group between 12 and 18 years;
- the other is dedicated to promoting the acquisition of a diploma for young people between the ages of 18 and 24 who have dropped out of school;
- the third targets projects to improve basic skills and national projects in the most peripheral and fragile areas of cities and the country;
Bianchi signed the decree for the first tranche from 500 million. As explained by the Minister, the resources were allocated directly to the schools, identified by objective and transparent criteria (including those set out in the document of the working group of experts we set up in the Ministry) published in the decree: 3198 schools incl. primary and lower secondary schools, given the 12-18 year target for this action set by the European Commission. Refrain I am funds distributed for rain but aimed at the individual educational institutions that have recorded the highest rates of learning fragility, according to Invalsi data: this makes it possible to speed up the times with a more streamlined procedure and directly affect the most critical situations, based on an allocation that allows objective criteria at regional level such as the number of early leaving the education system, the number of female students, the presence of foreign students, the number of families and the population’s education rates and the level of each school’s learning disability calculated by Invalsi and the number of pupils participating in it.
Schools – explained the minister – can shop alone or online, with the aim of improving the basic skills of female students and the most fragile students, contrasting spread with an integrated and inclusive approach that can adapt to the individual educational needs, in relation to local resources, also by activating the education pact community. Projects that must reach at least 420,000 female students and students, starting with next school year and last two years. The institutes can promote collaborative activities with the local community, increase synergies with the third sector, institutional and voluntary sectors.
“We are with our schools all the way – assures Bianchi – we will soon give Guidelines, determined also by using the indications of the Ministerial Working Group, with objectives and methods for implementing measures to combat proliferation. We will also support and accompany schools and our school leaders through the Pnrr Support Group, which we set up both nationally and at each regional school office. We ask schools to identify one working group who coordinates the activities, with one or more referring teachers. We always want to guarantee dialogue and cooperation, provide indications for implementation and for the achievement of the goals set by NRP, for monitoring and reporting. It is a system action where each of us is called to do his part to accompany the most fragile students on their journey ”.
But it will not only be this plan to intervene to counter the phenomenon of proliferation, which, because of its complexity, must be confronted with the interventions of the entire National Reform Program. “We have a specific program. Specific actions are also planned under European Structural Funds (PON 2021-2027) with special attention to first-time schools to guarantee absolute synergy with this specific action in the plan, which has its main goal at the age of 12-18 years. “Other measures in our Pnrr, first and foremost the information reform and the technical and professional institutes, contribute to the goal, which is crucial for our school and for the development of our whole country”, concluded Bianchi.
