Bonus 200 euros, waiting for teachers and Ata: let’s try to clarify

The 200-euro bonus is the measure taken by the government to combat the cost of living. There are already those who have had it, such as retirees and citizen income recipients. Others are waiting, like school staff. We try to clarify based on the information we have available.

As is well known, the service is recognized by public sector employees, including those in schools. Teachers and Ata therefore benefit from the 200 euro bonus. The bonus will not be taxed because it does not contribute to the formation of income in personal income tax neither for employees and pensioners nor for VAT numbers or for all other beneficiaries.

Contribution reduction of 0.8 per cent.

Employees, public and private employees, holders of one or more employment relationships who are entitled tocontribution exemption of 0.8 per cent. for the monthly salary in the period from 1 January 2022 to the day before the publication of the circular.

And here comes the first catch: for many, this item is unknown, but it is a necessary condition to be eligible for the 200 euro bonus. Let’s see better what it is.

The contribution exemption of 0.8% is stipulated in section 121 of Act 234/2021 (Budget Act).

Exceptionally, for pay periods from 1 January 2022 to 31 December 2022, an exemption from the proportion of social security contributions for invalidity, old age recognized for employment, with the exception of domestic work, and survivors dependent on the worker by 0.8 percentage points is provided , that the taxable salary, calculated on a monthly basis for thirteen months, does not exceed the monthly amount of 2,692 Euro, increased, for the month of December, by the accrued thirteenth. In view of the exceptional nature of the measure referred to in the first period, the rate for calculating pension benefits remains valid“.

Only in 2022, for employment conditions, a social security exemption of 0.8 percentage points is foreseen on condition of having an annual salary of 35 thousand euros gross.

According to the latest information gathered, the relaxation arrives automatically (therefore no request is needed) and is only valid for the current year (2022). This applies to private employees as well as to those in the public sector.

Be careful though. As it points out NoiPa in an article on their official website, in March, following the application of INPS Circular No. 43 of 22 March, activities were started to update the procedures of the NoiPA system, in order to provide a contribution relief of 0.8%. Therefore, public employees from April can also be found in their pay slips this contribution reduction (it can be found under Exception IVS Act 234/2021).

Is it mandatory to have had the contribution reduction? Unfortunately, there is still doubt about this. With a literal interpretation of the rule, the right to payment of 200 euros bonus it is only linked to the acquisition of rights and not to the answer itself in the payslip.

Let us explain it better: the text of the law states that in order to be entitled to a bonus, workers must have benefited from the exemption from contributions for at least one month of the first four months. However, the INPS instructions that NoiPa received at the end of March arrived late.

For employment consultants, this is meant “For the right to compensation, the acquisition of the right is sufficient and therefore the worker is in possession of the conditions provided for in the aforementioned Article 1, section 121, Law No 234/2021 for at least one monthly salary. […] therefore, regardless of whether the exposure to the exemption actually took place aboriginally in one of the monthly contribution reports for that period “.

Therefore, in theory, only the acquisition of the right would be enough. If, on the other hand, it becomes necessary to have benefited from the 0.8% contribution reduction provided by the Budget Act, many would remain out despite having an annual gross income of less than EUR 35,000.

Will the 200 euro bonus be recognized automatically? Yes, self-declaration is not necessary for public employees whose salary payments are handled by the Ministry of Economic Affairs and Finance’s IT system.

Since yesterday, however, there have been several reports from our readers about the non-display of the 200 euro bonus on the coupon for July.

We remember that the date for crediting the salary of permanent school staff is set for Friday, July 22nd. Close to payment too the payslip will be visible in the personal area of ​​NoiPA.

Several readers have wondered whether the permanent school staff actually falls under the measure and whether, above all, it will be delivered in July or August.

To the first questionfrom what has been collected, it is difficult to think of an exclusion of teachers and Ata, even though the contribution reduction of 0.8%, a necessary condition for obtaining the bonus, does not appear on the payslip.

On the second questionInps, in the circular of 24 June, make no distinction between public and private and leave open, unless otherwise interpreted, the possibility that this could also happen in August (hypothesis, at present, remote).

In fact, we read: “The aforesaid allowance shall be paid taking into account the employment relationship (fixed or fixed) in July and the other requirements laid down in the aforementioned Article 31, with the remuneration for the month of July 2022 (even if it is paid in August), with the Union’s complaint by 31 . August”.

The INPS circular does not clarify whether they are employees in the public sector or only the private sector, but writes generically about “Employees”.

So what needs to be done? We need to have patience a few more days and wait for the payslip to appear. At the same time, however, an official note from NoiPa would be desirable to reassure not only school staff but also public servants pending the measure.
