The approval from the Budget Commission for the maximum amendment, which replaces the bill implementing the PNRR, which the government has presented, has reached the Parliament in the Senate. With 179 votes in favor, 22 against and no abstentions, the Assembly at its meeting on 22 June renewed its confidence in the government by approving the complete replacement of the bill amending Legislative Decree No. 36, which contains further urgent measures to implement PNRR (AS 2598). The measure goes on to the Chamber’s inquiry.
Following the “non-obstructive” opinion of the Fifth Commission, with some amendments approved by the government, concerning the school environment, the Chamber launched the declaration of confidence given by the Minister of Relations with Parliament. Federico D’Incà.
Compared to what was circulating in the last few hours, there have been further changes in the text. The majority of the forces would be “confused” about the position of the State Accounting Office, which would have confirmed the cuts in the workforce.
According to parliamentary sources, the text of the decree underwent further changes during the senators’ explanations of vote.
Among the recent changes proposed by the government is the re compulsory education and wage increases one-time fees for permanent teachers.
Concerning education, this will be mandatory for those placed in the role, but for the other teachers in service it will be voluntary. These teachers will be encouraged with pay rises one time amountaccording to established procedures.
The debate in the Senate
Confirmation that it also comes immediately from Mattia Crucioliof alternative: “All parties have tried to avoid the school cut. The vast majority agreed, but the agreement was swept away. 10,000 professorships will be cut in 3 years ”.
The resistance also holds. Antonio Iannone (Brothers of Italy) explains: “There is a shortcoming in the relationship with the government. To Senator Nencini my humane and sincere esteem, but it seems to hear Swedish tourists in parliament criticizing the government and in two hours they will vote for confidence ”.
Criticism also from the chairman of the VII Culture Commission, Riccardo Nencini: “The result is remarkable, not entirely positive. The teacher card is not touched, there is merit assessment, there is no longer a quiz competition but with open questions. We could have done more and done better. With this provision, technocracy has reached heights that have never been reached. The technical makes the parliament vassal ”.
The Democratic Party is also cracking down on the state accounting office. Like this Simona Malpezzithem group leader at Palazzo Madama: “We have not been able to do everything. The state accounts rejected us. School savings for the birth rate must return to school. This majority asked for a specific test to determine the skills of teachers with experience already. There are no more quizzes for teacher competitions. We have kept the teacher card. Teachers’ salaries are basic, we return to take care of it ”.
Thus the senator from Leu, Loredana De Petris: »The quality of teachers can not be judged by quizzes. We are the only European country with a budget in the constitution, it has become a rope around its neck. Parliament is often unable to enforce its resolutions and its work ”.
The Senator of the League, Mario Pittoni: “The team spirit was undoubtedly a success. The compactness shown by the majority made it possible not to touch resources on the teacher’s paper. However, the cost of education in Italy remains the lowest in Europe. The issue of the transition phase for precarious workers can not be considered completed. The cross-competitions have halved the number of committed candidates “.
Michela Montevecchifrom the Five Star Movement, says: “The Education Committee has given a great lesson to all. There have been unprecedented procedures that have forced this commission to deal with a technical counterpart that has not always had the ability to deal with the political counterpart. Sometimes we have been treated like school children.
