After four calls from the National Recovery and Resilience Plan (Pnrr), kindergartens and schools for early childhood services are moving towards adapting socio-pedagogical structures as required by Europe. But if the “hardware” (the buildings as defined by Emmanuele Pavolini and Anna Mori, respectively professor of economic sociology at the University of Macerata and researcher in economic sociology at the University of Milan) will be ready within a few years, what you risk not to have is the “software”, that is, the researchers and the qualified staff to manage them.
From 2022 to 2026, the structures under construction will commit the 2.4 billion euros allocated under the NRP’s projects and investments, but above all teachers which will fill the places in the new kindergartens and schools.
School, 42,000 crèche educators are sought for 264,000 new places in kindergartens in the 0-6 class
On the whole, they are looking for each other 42 thousand educators: many recruitments are planned in the kindergartens, the coverage of which will lead to additional difficulties in finding staff compared to the current shortcomings. Some regions have moved in time: this is the case Lombardy which in recent weeks approved a resolution extending the number of qualifications needed to teach kindergartensalso admit candidates.
Total expected from the Recovery Plan 264 thousand new posts in nurseries for educational offerings aged 0-6. And many of the educators will try to teach in the kindergartens of southern Italy, as many applications for the construction of the new structures of the PNRR have been presented in the regions of the south, not without initial resistance.
Recruitment of educators for kindergartens and kindergartens 2022-2026: the difficulties in finding staff with the right qualifications
As confirmed by Emmanuele Pavolini and Anna Mori, most applications from educators to kindergartens and preschools will reach the age group from zero to two, representing the one with the lowest coverage.
But only in recent times has the lack of staff with specific competencies within preschools it appears after reports from the world of the third sector and from various Italian municipalities.
“It is desirable – confirms Emmanuele Pavolini and Anna Mori – that the challenge of PNRR be accompanied by a overall reform of the management systems for education services, which result in public and private partnerships being able to work together in a profitable way while respecting the rights of children, but also the rights of parents and the world of work.
Kindergartens: Lombardy approves the qualifications required to employ educators
It was precisely the difficulties of employing educators for kindergartens and kindergartens, but also in communities for minors and the disabled, that led to the Council for the region of Lombardy unanimously approve – on 31 May 2022 – a resolution (number XI / 6443) stating what other qualifications are eligible for social pedagogical professionals.
The provision which does not solve the problem of lack of staffintroduces the possibility of employing candidates who possess the qualifications required by Legislative Decree No 65 of 2017 and who were acquired before the publication of the regional resolution in the official bulletin of 31 May last year.
Therefore, in the educational facilities of early childhood (nursery schools, micronids, early childhood centers) graduates can be hired even if they have maturity of the social pedagogical high school achieved within the school year 2021/2022 or teacher diploma.
In communities for minors, in the event that it is not possible to find educators in possession of degrees L19 and L / Snt2, it will be possible to proceed with the recruitment of socio-pedagogical operators with a professional diploma and at least three years of experience. The only limitation imposed on the individual structures is that one does not only find teachers with these characteristics.
