in Lombardy 9,500- is missing

from Sara Bettoni

Health care reform “opens up” 4,800 jobs: the core of how to cover the void created in the Covid era. The goal: to improve care between homes and municipal hospitals

From budding community homes to nursing homes, from hospitals to home services: nurses are increasingly in demand. There are not enough of themhowever, for all vacancies. Fnopi (National Federation of Nursing Professions Orders) estimates that 60,000 deficiencies in Italy, not including those set out in the National Recovery and Resistance Plan. As for Lombardy, the estimate was made by the PD group in the region on the occasion of the International Day, which is just today celebrating this figure. RSA alone needs 3,500, future care facilities a further 4,800, while there are already around 54,000 at work (data updated for 2019). Given the shortcomings of the hospital environment, we arrive at 9,500.

The funds for Pnrr

Pirellone has recently launched a reform grafted on the NRP, which aims to improve “zero kilometers” of health care. Shared housing and hospitals are being inaugurated, territorial operational centers that will work with existing hospices and special continuity care units. Poles with different functions and specific staffing needs, established by the Danish Agency for Regional Health Services. If these criteria are met, 4,807 professionals will be able to populate the new care network. Where to find them? With the Covid emergency, the public sector has unlocked hiring and collected almost all the available figures. Private hospitals and clinics are now struggling to fill the wards with workers and even more so the nursing homes, where it can be difficult for nurses to find satisfaction. But according to the representatives of the category, it is the subject as a whole that is less attractive and in need of a revival.

The training course

Some ideas in this direction come from politics. Carmela Rozza, PD Regional Councilor and Nurse, explains the critical questions: “The educational path is demanding, so is the job, the responsibility is high and the salary is not up to standard.. It is clear that young people are choosing other paths. At present, the Health Care Reform Act does not say a word in favor of these workers. “As an incentive, the Democratic Party proposes to give them the opportunity to hold senior positions.” administrative, health and social and health director and subject only to the day-to-day manager. ” In Italy, there are already models to look at and emulate. “The director of welfare is present in Emilia-Romagna and Liguria – the councilor recalls – and we would like to propose him at national level as well”.

The definition of roles

Here are some of the tasks he should have: «participate in the formulation of company policy, with special reference to strengthening the management professions“;” Participate in the strategic planning process, collaborate in close synergy with the Director of Health in the search for the most appropriate organizational structures for the development of the needs of the population “. Another strategy was proposed by the RSA world. In recent days Luca Degani, Lombard president of the Uneba trade association, in an interview with cures suggested the possibility of hiring staff from South America as a buffer. “We are in dialogue with some local universities”. The broader idea, on the other hand, is to redefine the roles of care facilities for the elderly and disabled introduction of the specialized socio-health worker. It is an intermediate figure between the nurse and the socio-health assistant who needs to be trained in a short time.

The care manager

The Order of the Order aims at a third way. President Barbara Mangiacavalli is clear: “We are not available to discuss palliative care. Structural responses are needed ». Regarding the creation of the director of care in the hospitals, he emphasizes: “The legislative process in Emilia was long, involving all the actors involved. It is also an opportunity for Lombardy, but not immediately ». It would be better to pursue a clinical career also for nurses. “We need master’s degrees that strengthen these skills. The profession is not in demand: we see it from places that are empty in the university educations. We must take note of this and relocate the entire system to new models ».
