School, wired networks Warning: fine, but we have to extend the deadline, that’s why

The implementation phase of the public order expires on 13 May 2022 “Wired networks” aimed at creating local networks, both wired and wireless, within educational institutions. Before the same date, the schools must, in order to make the project start-up efficient, load the documentation regarding the legal obligation (eg contract, order, etc.) regarding the cost item “Supply and services” to the GPU platform.

However, it would be desirable to extend the deadline by one month – from 13 May to 10 June 2022 – and establish monitoring and enforcement functions, not only aimed at control, but real facilitators for the schools in administrative and organizational difficulties.

Affiliated schools and healthcare, here are the calls: Gigabit Society’s goals by 2026

Wired Network Warning: The Objectives

The Communication on Wired Networks represents a noble goal in the step of the digital transition of school buildings through the provision of a network infrastructure capable of covering schools’ teaching and administrative spaces. It will allow school staff, female students and students to connect to the network, and it will also ensure wiring of the rooms, computer security of data, management and authentication of accesses.

Smart Logistic: simplify, speed up and increase the efficiency of logistics

A real action with the aim of strengthening infrastructural robustness which was lacking in many educational institutions during the period of the pandemic.

A test phase is important because many school buildings were not equipped with adequate structured cables connected to a data supply, appropriate to the many needs that arose in the emergency, including the main ones represented by the delivery of synchronous lessons.

Interference risk assessment

Therefore, work is funded not only for supplies, but for the start-up of civil engineering, which will necessarily require the strict health and safety measures in the workplace that school leaders and construction companies must comply with.

The construction of the structured cables represents, in contrast to the supplies alone, an invasive activity that will inevitably require the contracting companies and, above all, the school leaders, the greatest attention to the various phases of the construction site: transport, assembly; test etc.

For them, it is mandatory to comply with the obligations regarding health and safety at work in accordance with Legislative Decree 81/08 and subsequent amendments, including the preparation of the DUVRI document on risk assessment of interference, as required in Art. . 26, para. 3, in Decree-Law 81/08., Which school administrators as employers and students’ safety officers must prepare.

Interference risks must be taken into account for which this DUVRI must be prepared:

  • the risks that follow overlaps of school didactic laboratory activities and administrative secretariat with the contracting companies;
  • the risks that are induced or introduced in the school principal’s workplace by processing performed by the contracting companies;
  • the risks that already exist in the principal’s workplace where it is envisaged that construction companiesbut in addition to those specific to the activity of the contractor;
  • the risks arising from special methods of execution explicitly requested by the principal and which involve additional risks in relation to those specific to the contracting entity.

The many risks would pose a real danger to all students, even the smallest ones in the 1st stage, which would necessarily oblige the start-up of the construction sites at the end of the school year.

An extension is required

An extension of the deadline to 10 June would be useful in giving all educational institutions, even large ones, spread over several complexes and municipalities, or those less structured in responding to the PON calls at the counter, the opportunity to complete planning and administrative requirements. Homogeneity in infrastructural robustness of school buildings avoiding the “extinction” of the eligible interventions approved in the first phase.

A strategy not only in favor of the granting of buildings, but of important learning opportunities for studentsbasic for skills training in the areas and to Sustainability in their development according to the objectives of 2020 agenda.

Another step of the many in place, to go to remove the obstacles to the implementation of Action plan for digital education 2021-2027 by the European Commissionwhich offers a long-term vision for digital education, and which will increasingly require a targeted listening to the individual schools and needs. accurate analysis of the critical aspects of public communications.
