COSENZA – Palazzo dei Bruzi meeting between Mayor Franz Caruso and a group of leaders from the Energy Efficiency Department of ENEA, the National Agency for New Technologies, Energy and Sustainable Economic Development, accompanied by the President of Confapi Calabria and the National Vice President, Franco Napoli. The delegation, which met with Caruso and Town Planning Councilor Pina Incarnato, consisted of the head of the Integrated Services Division for Territorial Development, Alessandro Federici, and the leaders Maura Liberatori, Ilaria Sergi and Maurizio Matera.
The interdisciplinary research project “Design for Italy in class A “ to verify the possibility that it will be implemented and implemented by the municipal administration, in collaboration with ENEA, but also with other stakeholders and partners. The proposal is that Cosenza will be a pilot city representative of a new model for communication and research in the area, through design.
The project activity – it was explained during the meeting – is part of the 2021/2023 campaign, which will be specifically 2022/2024, funded by the Ministry of Restructuring. The project intends to promote sustainable energy solutions in the private and urban sphere by addressing the energy transition in the most conscious way. Among the project activities, the ministry has included a line dedicated to best practices in life, both at housing and urban level, with the aim of making citizens aware of energy technologies: how and why to use them, and how to truly contribute to change.
The research project, which is divided into three years, includes important partners at national level (such as Milano Polytechnic and Iuav in Venice, as well as the Milan State University of Cultural and Environmental Heritage and from the second year also the University of Calabria). In the first year, a study from universities is expected to produce a white paper, a kind of vademecum of solutions to reread the city and the house from an energy perspective. Guidelines with useful indications will be drawn up not only for those who produce or design, but also for those who have to implement plans and rebuild the territory, ultimately also for the public administration. In the second year, everything in the White Paper will be transferred through training courses both to students and to the public administration itself. In the third year, all the competencies will again be transferred to the pilot area, where the intention is to contribute to specific training in PA, but also to create opportunities for tactical urban planning in one of the areas designated by the Municipality, which will be able to hold it. , as it is functional for a dialogue to be brought to life. both to raise awareness among citizens and to start a regeneration process through the tool Energy Efficiency. These regeneration paths also include forms of light conversion, such as image interventions, through street art projects combined with public lighting.
In the study carried out by ENEA on the city of Cosenza, some areas defined as interesting to host the redevelopment actions would have been identified, such as the district via Popiliafacing Railway stationas precisely in that area – it was explained during the meeting – buildings were identified that could be affected by a study of living behavior to make residents aware of the best practices to be adopted for energy efficiency.
Franz Caruso expressed his appreciation for the ENEA’s choice to identify Cosenza as the pilot city for the project, but stressed the importance of going beyond any declaration of intent and further defining the role of the municipal administration, which the ENEA intends to become co-star. and active part of the project. In identifying via Popilia as an area where the redevelopment activity can be carried out, the mayor very clearly reminded the ENEA leaders that “the identified area is very special, it is of great interest to Railways in Calabria (which ENEA has announced as the next partner in the project), but of even more interest to Cosenza Municipality, because the new regional Hub hospital should be built in this area, fundamental to the development of the city and to the protection of the right to Cosenza’s health and to a wide range of users. This intervention – said the mayor again – would rebuild the entire station, which today is a cathedral in the desert and would be destined to become a very important hub. There will be a need for the Calabria region, which is the body that finances the work, to assess and value this location “.
For Franco Napoli, President of Confapi Calabria and one of the opinion leaders in the project, “The conditions for starting from Cosenza as a city laboratory and as a pilot project, they are all there. We would like to return here in two years’ time – he said – and report on what has been done. It would be a clear proof of the good results that the city laboratory project has produced, and that the attempt to structure a cooperation and synergy operation also at our latitudes has been successful ”.
