National School of Administration (SNA): 110 recruitments and competitions

New appointments to the National School of Administration and competitions with the PNRR2 decree are on the way.

The new statutory provision issued by the government to implement the national recovery and resilience plan authorizes recruitment of 110 resources for SNA. Hiring the expected staff will be prohibited new public elections.

LANDSKOLENS ADMINISTRATION EMPLOYMENT CALCULATION PNRR2

Legislative Decree of 30 April 2022, No. 36 (the so-called PNRR2 Decree), which introduces important innovations to public competitions and recruitments in the PA, actually authorizes the Presidency of the Council of Ministers to hire new staff for the National School of Administration – SNA. In particular, the right to recruit from 2022 is granted 110 staff unitto be employed with a fixed or fixed-term employment contract.

The new SNA recruitments are authorized in addition to the institution’s current recruitment faculties, ie they are more resources than the deployments already planned on the basis of current legislation. Therefore, they correspond to one increase in organic funding. The new additions will serve to strengthen the School of Management, also in relation to the tasks to be performed in relation to the implementation of the National Recovery and Resilience Plan (PNRR).

NECESSARY NUMBERS

In detail, the new jobs at the National Administration School have been approved by the PNRR2 decree targeting the following profiles:

  • 28 officialsto be included in category A, financial position F1, by the staff of the Presidency of the Council of Ministers. The persons who will be employed can be specifically classified in the profile as Inspector General or Division Head. The placement is indefinite;

  • 30 experienced specialists in education, communication and management systemsto be included in category A, financial position F3, by the staff of the Presidency of the Council of Ministers. The placement is indefinite;

  • 30 specialist assistantsto be included in category B, financial position F3, by the staff of the Presidency of the Council of Ministers. The placement is indefinite;

  • 20 professionals for PNRRto be included in category B, financial position F3, by the staff of the Presidency of the Council of Ministers, of which 10 for teaching support activities and 10 for administrative management support activities, with reference to the school’s tasks within implementing PNRR, to the insolvency proceedings that the School performs and restructures the work processes functions. The employment is for a fixed-term period with a maximum non-renewable period of 36 months;

  • 2 leaders at non-general levelto strengthen and develop the school’s tasks related to the implementation of the national recovery and resilience plan, to the competitive procedures that the school performs, and to the restructuring of work process functions.

Recruitment of PNRR professionals and managers is approved from June 1, 2022 until December 31, 2026, while the remaining appointments are approved from 2023.

THE REMUNERATION

In accordance with the provisions of the current national collective agreement concerning non-executive staff (CCNL economic two-year period 2008-2009) in the sector of the Presidency of the Council of Ministers, new employees will be able to receive salaries equivalent to:

  • 22,456.56 euros per year, according to the salary table for category A and fittings F1;

  • 24,571.59 euros per year, according to the salary table for category A and fittings F3;

  • 18,687.62 euros per year, according to the salary table for category B and fittings F3.

To these wages must be added thirteenth monthly salary and possibly allowance or remuneration due. For managerial positions, remuneration will depend on the contractual status.

RECRUITMENT METHOD

Recruiting staff for new hires in the National School of Administration will be called special selective procedures and new competitions. For the purposes of recruiting the 28 Category A officials, financial position F1, the professional experience of holders of contracts for the provision of guidance activities established during the last three years on the basis of the provisions of Article 11 (1) reinforced 1-bis, in Legislative Decree of 1 December 2009, n. 178. The recruitment of the 20 professionals to PNRR will instead take place through comparative public selections.

Founded in 1957, as an integral part of the Presidency of the Council of Ministers, it is headquartered in Rome. The teaching and training activities are also held at Caserta’s office.
