Rome, 4 May – In carrying out the first periodic inspection – Ministerial Decree of 11 April 2011 conferring on Inail the role of holder of the first inspection – the person inspecting must carry out all necessary inspections and tests as provided for in in section 3.1. 2 of Annex II to the Ministerial Decree of 11 April 2011.

In the verification, it is especially possible to identify “the following phases:

          To remember this and to provide useful information for the verification and safety of the equipment, the Inail document is “Personal Lifting Equipment – Developable Mobile Bridges. Instructions for the First Periodic Inspection under Ministerial Decree of 11 April 2011”. The document, prepared by the Department of Technological Innovation and Security for the Institute’s facilities, products and man-made settlements, presents the various stages of the verification of developable movable bridges (mobile lifting work platforms designed to move people to work positions from which they can perform their tasks) and focuses on the technical data sheet and the first verification report.

          After presenting the document and addressing various aspects related to the safety of developable mobile bridges (PMS), today we focus on some aspects related to the verification reports and on some indications for checking the safety of this equipment.

          The document – edited by Francesco Amaro (Inail, Territorial Operating Unit of Palermo), Maria Nice Tini (Inail, Territorial Operating Unit of Terni), Alessandra Ferraro and Laura Tomassini (DIT, Inail) – generally emphasizes the “importance of performing function tests of the equipment and associated safety devices in accordance with the provisions of the instructions requesting the performance of the appropriate maneuvers by the operator (informed, trained and trained by the employer in the management of the PMS and therefore equipped with the qualifications set out in Article 73 (5) of the legislation decree 81/08) or to the maintenance technician provided by the employer.

          And “evidence that can clearly introduce risks that are considered unacceptable in the verifier’s opinion or that require the presence of specialized personnel not present at the time of verification may not be required.           Moreover minutes of the initial periodic verification “Will be completed at the end of the verification operations and will summarize the verifier’s opinion. It will therefore report the information necessary to identify and describe the equipment and configuration installed at the time of the first periodic inspection, the user company’s references and the location of the installation / use, the result of the checks, of the checks and tests performed and the final opinion on the suitability of the equipment for safety purposes “.

          The report of the first periodic inspection shall accompany the equipment in all its movements and “shall be kept by the employer and made available to the supervisory body. For the preparation of the verification report, the model in Annex IV to the Ministerial Decree of 11 April 2011 for the specific types of equipment shall be adopted.

          The document presents a brief description of the operations that the verifier must perform.

          Developable mobile bridges: conservation and maintenance conditions

          Around general conditions for preservation and maintenance of the movable bridges that may be developed, the verifier shall record the checks carried out on it by the documents accompanying the machine (the employer is in fact required under Article 71 (9) to record any checks carried out; ), which verifies that the employer has followed the instructions in the instructions.

          And in the case of exceptional maintenance interventions, it is good to note that “they did not involve the conditions for a new marketing; in particular, ensure that the intervention did not entail additional risks that the manufacturer did not take into account when marketing the equipment (increases in capacity and power, dimensional changes that may affect the resistance and / or stability of the equipment, and generally increases in the state of stress), if necessary obtain additional documentation “.

          In addition, the verifier performs a “visual inspection from:

          • PMS structure to verify its integrity, presence of corrosion, cleanliness and order
          • Identification plates and markings (presence, location, readability, integrity, completeness)
          • Tables and markings (presence, location, readability, integrity, completeness)
          • Enclosures and guards provided by the manufacturer (integrity, positioning)
          • Electrical circuit (integrity of wires and their protection, of protective housings and actuators)
          • Hydraulic circuit (integrity of pipes and relative protections, casings, absence of leaks and / or leaks of hydraulic oil) “.

          It is clear that at the end of the study, the verifier will report “his overall opinion on the state of preservation and the general maintenance of the equipment”. In cases where the verifier “considers that the level of safety is insufficient for the use of the equipment, he must, in addition to the general opinion, state the reasons”.

          Developable mobile bridges: expandable structure and nacelle

          To be able to talk about safety for developable movable bridges we take some indications of the checks to be performed from the report form reported in the Inail document with indications and instructions to the inspectors.

          As for the part of the report dedicated toexamination of the main organswe focus on the indications for expandable structure (arm or pantograph).

          In terms of this structure, it is at least good:

          • “Check structural integrity, absence of permanent deformations, absence of lesions, cracks visible to the naked eye (pay more attention to welds), corrosion, wear;
          • control fluid movements;
          • check the conformity of the configuration (number and type of elements) with that reported in the instructions;
          • check the presence and integrity of the indication and the safety devices;
          • check the condition of the hydraulic circuit (integrity of pipes and relative protections, casings, absence of leaks or leaks of hydraulic oil);
          • check the conservation status of the protection (paint);
          • check the condition of the sliding pads of telescopic elements and / or rubber pads;
          • check the integrity of the protective housings of the electrical circuit;
          • check for the presence of plates, diagrams, pictograms;
          • check the condition of the handling jacks and floating movements;
          • check the type of operating system (s) for the removable elements (chains, ropes, manuals, …), their state of preservation and compliance with the instructions in the instruction manual;
          • check the presence and integrity of mechanical stops of the movements;
          • checks for any presence and type of mechanical means to support the stretchable structure during maintenance.

          We also focus on the controls specified for pram / basket:

          • “Check structural integrity, absence of permanent deformations, absence of lesions, cracks visible to the naked eye (pay more attention to welds), corrosion, corrosion, wear;
          • check that the dimensions of the spacecraft and any extensions are in accordance with what is reported in the instruction manual;
          • check the adequacy and measures of the breastplate;

          • check the measurements of the free spaces on the walkway and between the walkway and the stop strip at the foot within the boundaries;
          • condition of the hydraulic circuit (integrity of pipes and relative protections, casings, absence of leaks and / or leaks of hydraulic oil);
          • check the presence and condition of the seat belt anchorages; presence of plates, diagrams, pictograms; state of cleanliness and order, lubrication, absence of slippery parts;
          • check the conformity of the data displayed on the nacelle with those specified in the instruction manual (eg capacity, capacity of any extensions, maximum allowable wind speed during operation, maximum lateral force, maximum height, etc.);
          • check the presence and integrity of any access locking device;
          • check for any presence of ladders for access to the platform, distance between steps or steps and their dimensions, presence and suitability of handles and / or handrails that make ascent / descent operations safe;
          • check the presence and integrity of any load limiting device “.

          We conclude by recalling that with regard to the examination of the principal organs, the Inail document also focuses on the control concerning:
