TRIESTE The business community believes in ITS and know-how is the added value of the courses offered in the region. Among the partners of the four foundations present in Friuli Venezia Giulia, there are 107 companies. The Director of the Regional School Office (USR), Daniela Beltrame, considers this figure to be an “efficiency factor”, which contributed to the achievement of encouraging results in the evaluation of the system monitored by the “Indire” database, commissioned by the Ministry of Education: “Half of the courses have achieved scores that guarantee a reward (8 out of 16 supervised courses), the others have found intermediate scores, no course is in the critical area” explains the director by pointing out that “the positioning index of his when it averages 7.8, surpassing the Italian of 7.5 ».

Having said that, highly specialized courses benefit from some organizational and didactic flexibility, the director of USR points out that “76.6 percent of teachers come from the world of work, the percentage goes far beyond the 50 percent limit set by the standard. Internships also reach 41.8 percent of the hours, which exceeds the mandatory 30 percent of the total number of hours. ”Finally – it’s still Beltrame’s words – the innovation in the use of enabling technologies 4.0 is detected in more than half of the paths monitored: 9 out of 14. “The Higher Technical Institutes (ITS) is the first Italian experience of short-cycle professionalisation of higher education offerings linked to the territorial production system and the labor market,” explains the director of USR not without specifying that ITS has a multilevel governance system and is established “on on the basis of the decisions adopted by the Regions within their exclusive competence in the matter of planning the training offer. The planning of the regional network envisages the creation of the common ITS in the territory according to geographical distribution criteria and by technological area “. In 2021, the ministry allocated 67 million euros, to which must be added the funds for orientation activities (481,000 euros in 2021), its 4.0 project funded with 282,000 euros in 2021 and the national communication plan. “The Ministry of Education has increased ITS orientation activities by significantly increasing the resources involved and leaving the ITS itself to design, coordinate and implement the activities themselves, precisely to achieve an effective promotion system at the national level with the aim of strengthening the education chain,” Beltrame continues. which “ITS represents an absolutely important opportunity to bridge the gap, all Italian, with regard to young people between the ages of 24 and 34 in possession of a tertiary qualification”.

“Its courses, as an expression of a strategy based on the link between education, training and labor policies with industrial policies, represent a way of narrowing the gap between the growing demand from firms with higher technical skills and the availability of a low-skilled workforce. The Director of USR recalls this, to reiterate that 11 years after its creation, ITS “shapes outward-looking profiles with the professionalism and skills required by the labor market and keeps the employment rate constant, reaching 80 per cent a year after graduation and in 92 percent of the cases with a job that matches the alternative course of study between the classroom and the company “. Likewise, professionalization is teaching, a way of learning that allows children “to test themselves in highly motivating business contexts where the traditional contrast between knowledge and know-how has been overcome, with a learning methodology centered on students’ active and collaborative participation.” . To all this comes “the use of technologies and the development of cross-cutting skills required in work contexts, in addition to those specialized in a specific technological field”.

Lines of improvement

The ITS system is at the heart of Education Minister Patrizio Bianchi’s agenda and in the interventions envisaged by the Pnrr. “There is a need – Beltrame emphasizes – to innovate the current ITS organization so that the resources allocated by the NRP, equivalent to 1.5 billion euros, can be committed profitably”.
