When it comes to culture, Barbara Minghetti plays at home. This can also be understood by the team, made up of many cultural actors, who support her in this new political experience, where she presented herself to the center-left to guide the city of Como. And this afternoon, at Villa Olmo, an unfinished temple of culture, he presented his comprehensive program, which he wanted to summarize with these words: “Culture and cultures to take care of Como and relaunch it”:
“Through the relationship – explains Barbara Minghetti – Como will be able to rebuild its socio-cultural fabric. In the neighborhoods, the recreational space will be put at the center to strengthen relations. A space and a time dedicated to the meeting of different communities that living together, to a dialogue between the generations governed by the language of art and the emotional result that only culture can capture and restore.Culture, precisely because it is fundamentally a relationship, is also a doctrine of respect and appreciation and esteem for its environment and landscape, where the development of culture and environmental identity becomes a form of care for one’s own territory ”.
The coordinator of the Culture and Culture Working Group, Matteo Taz Montini, reiterates: “We hope to activate renewable agreements with local actors, develop relationships with already active cultural actors, but also a recognition of our unique character, an extension of relations with our associations. with our traders and craftsmen, an improvement in the peculiarities of our landscape and our history can therefore be a driving force for our neighborhoods, for our people, towards a broader dialogue perspective: a cross-sector that becomes a good circle, through local, national and international collaborations and connections ”.
The intentions of the program
Windows on the Lake – satellite events from the most dynamic cities in the Como area
During the pandemic, the window was our fantasy site. Opening the windows now is crucial to opening our curiosity to the world. We want to create events by relating to national and international circuits with great appeal, creating bridges / connections to events and fairs that are cultural magnets. We will do it from the large open villas, from Villa Olmo to Villa del Grumello and Villa Erba, to historic centers like Broletto and San Francesco. Following the examples of Art Week (Miart), Design Week (Salone del mobile), Pianocity, Bookcity, Literature Festival, etc. Como can suggest a week of culture in the name of its unique character.
Bymosaik – Nabofester
Taking care of the territory and the city also means promoting community ties. We will organize parties and activities in all neighborhoods of the city to create opportunities to fit their seats and reactivate neighborhood relationships. But also to activate an active collaboration between citizens, organizations, social enterprises and the Municipality to regain degraded or underutilized space. They will be temporary events that will give strength to a new life in the neighborhood, with its peculiar uniqueness.
Villa Olmo – temporary and permanent exhibition pavilion
Villa Olmo is one of the largest exhibition venues in Como at the moment. In our program, it must become a cultural center and not just a review site. On the first floor of the villa there will be a “fixed” museum structure, and the Silk Museum is one of the possible hypotheses that will be assessed. The ground floor will be the host par excellence for large traveling contemporary exhibitions that interact with the international and national context.
The management system
The municipal museum service must be organized so that it can offer a better service both in terms of quality and breadth. The still missing position for a leadership role will be created, which will coordinate the entire network, which will have Villa Olmo in the role as the focal point of the system.
The solution from a public / private fund, to which the operational management of the system must be assigned, and which always leaves the role of strategic management to the administration, is the path chosen years ago, which will find continuity.
Politeama – the new cultural center
The city of Como not only needs events to consolidate its identity and its creative offerings to its citizens and tourists. Citizenship needs collective, public and / or private places to experience participation, co-creation to meet, get to know each other and have room for sharing and research. Based on the work done in the last year by the working group organized in tables that dealt with it, Politeama becomes, in our vision, a multifunctional space where there are different activities (bar, coworking) a creative space suitable for bringing performances and spaces of different sizes as nests of thought. During the year, the space will come alive with training courses, exhibitions of young new artists and activities for children and families: an inviting environment where you can be together and where you feel good.
A permanent cultural center open to young people, families, etc. which allows consolidation of creative and collective overall experiences.
EAT – SHARE – MEET: Covered market – food and culture pollution
The municipal rationing market (covered market) is a fundamental element of urban culture. The hypothesis is to improve it as a city market and covered space, open 7/7, aimed at the pursuit of authentic experiences. The interventions must have three main purposes:
Architecturally: through improvement (restoration of the retail part and completion of the wholesale pavilion) and deployment in the rationalist circuit. Creation of a covered space on the ground floor of the wholesale pavilion.
Food and wine: through the transformation of the wholesale pavilion into a food and wine room with “centitimetrozero” with refreshment places serving products from market stalls. There is a hypothesis about creating taste journeys or food education and food traditions. The offer is organized with street food-type refreshments on the balconies on the first floor and restaurants on the ground floor. The tables on the square are common to all companies and not privatized.
Culturally: through the use of the inner square for small events (concerts, readings, street theater, etc.)
Alessandro Volta and Festival Luce
To honor the name of Alessandro Volta, specific initiatives will be promoted, including through synergies with the University of Insubria (Faculty of Physics). The analysis and mapping of already active topics and possible activities on Figure A. Volta will be performed, the mandate’s goal is to reach Volta’s anniversary with consolidated improvement projects during these 5 years. A narrative path by Alessandro Volta will be activated throughout the year, giving further impetus to the Festival of Light, in collaboration with the Alessandro Volta Foundation, where the Volta figure is rejected in an artistic-cultural and scientific key, with lighting installations that dialogue with the city. The Tempio Voltiano Museum’s itinerary will be relaunched, and new relationships with schools will be activated for the inclusion of extra-curricular courses – workshops.
Off the Wall – Festival delle Mura
Creation of temporary events in co-design with territorial cultural actors that can create paths that reinforce the linear garden around the walls. Inclusion also of gardens within the walls and courtyards (e.g. interior beauties) including the rooms of the former combatants.
The hypothesis is also to bring the Days of Creativity and Sports into the garden around the walls.
Contemporary art in the city, urban art and street art
The paths of contemporary art will be promoted in museum spaces and urban spaces (development street pictures), urban art installations that interact with the city and create reflections on common spaces and rebuild them and provide new perspectives.
We will provide space for murals and graffiti, to regenerate and improve public spaces and dilapidated buildings (for example, the horse chestnut wall).
Tourist tax – half for culture
The revenue from the tourist tax will be used for purposes that are strictly related to the purpose envisaged by the legislation, and will be allocated 50% between cultural and tourist interventions for synergistic symbiosis between the two ecosystems.
Relations with cultural actors
The cultural actors in the city, very active and dynamic (including Miniartexil, Parolario, Teatro Sociale, Waw, Mynina, Fondazione Ratti) will be actively supported by the administration through a system of tenders that can cover the activities throughout the year and provide space to engage in serious programming and have a cultural offering that covers 12 months. In addition, specific agreements will be activated, adapted to the managers’ planning and investment needs, which may have a multi-year duration. The activity of the operators must also include a widespread presence in all neighborhoods. A joint planning table will be set up on an ongoing basis to better build up the city’s cultural offerings.
The revenue from the tourist tax will be used for purposes that are strictly related to the purpose envisaged by the legislation, and will be allocated 50% between cultural and tourist interventions for synergistic symbiosis between the two ecosystems. The resources needed to implement the program will be found both from public funds and through the involvement of private individuals. In the public sphere, the department will rely directly on the ad hoc set-up office for participation in tenders (PNRR and other national and European funds) and for finding resources.
