For the creation of the school is set aside 34 million euros.


The new upper secondary school for teachers and ATA aims to provide stability to the education system by providing a clear and defined path for access to education and training throughout the working life of school staff. The institute:

  • promotes and coordinates training in the service of permanent teachers in the context and continuity of basic education;

  • leads and leads the school leaders’ educational activities, the directors of general administrative services, administrative, technical and auxiliary staff;

  • performs the functions related to incentive system for continuing education of teachers.

  • permanent teachers;
  • school leaders;
  • directors of general administrative services (DSGA);
  • Auxiliary, technical and administrative staff (ATA).


Thanks to the establishment of the Higher Education School for ATA teachers and staff, the in-service training of teachers will be continuous and structured so that it favors the innovation of didactic models, also in the light of the experience gained during the health emergency. An activity that is in line with the development objectives of an innovative teaching provided for in the National Recovery and Resilience Plan (PNRR).

At the organizational level is the introduction of a update and training system with a three-year planning that will allow teachers to acquire digital skills and knowledge to design teaching with innovative tools and methods. THAT ongoing training courses they will be defined by the same school, which will not only take care of adopting specific guidelines on the subject, but also to accredit and verify the structures that will deliver the courses in practice (universities, educational institutions, etc.), to ensure the highest quality.

In addition to continuing education courses, the Continuing Education School will take care of the connection of qualifying basic education of teachers for continuing education.


Training on digital skills and whether critical and responsible use of digital tools will be part of compulsory education for all and will take place within working hours.

Instead of the courses of update and trainingon a three-year basis to acquire knowledge and skills to design teaching with innovative tools and methods it will be performed in hours other than working hours and can be paid by the schools if it entails an extension of the educational offer. The completed courses will also be evaluated with the possibility of accessing, in the event of a positive result, a salary incentive. The courses can be held both face to face and online at educational institutions, institutions of higher artistic, musical and dance training and accredited universities, present throughout Italy, which will be identified by the Ministry of Education.


Access to courses takes place on a voluntary basis and stays mandatory for teachers employed after the adaptation of the contract to and in any case not before the school year 2023/2024. To encourage teachers to attend continuing education courses, a mechanism is planned salary incentive for all teachers at all types and levels of the school system. After successful completion of each training course, a salary incentive established through national negotiations can be obtained. Annual intermediate tests are held, which are carried out on the basis of a report submitted by the teacher on all the activities carried out during the period being evaluated, as well as a final test, in which the teacher must demonstrate that he has achieved a sufficient level of training in relation to the goals. .

Recognition of the salary incentive is paid to teachers who have completed unpaid overtime and who have achieved a positive individual evaluation according to the performance indicators that will be defined.


Higher education makes use ofIndire (National Institute for Documentation, Innovation and Educational Research), byInvalsi (The National Institute for the Evaluation of the Education and Vocational Training System) and, for administrative functions, it has contact with the offices in the Ministry of Education that are competent in the matter. It can also enter into agreements with University, with AFAM institutions and with public and private entities, certified education service providers.


From the school year 2023/2024, the higher education school will start a program to monitor and evaluate the improvement of school results for the teacher students who gain access to the offered training and refresher course. The evaluation model is approved by decree of the Minister of Education following a proposal from INVALSI.


The bodies of the higher education school have been identified with:

  • Chairman;
  • steering group;
  • the Secretary General;
  • the International Scientific Committee.

The President is appointed by decree of the Chairman of the Council of Ministers on a proposal from the Minister of Education and is elected from among:

  • full-fledged university professors;

  • administrative, ordinary and accounting judges;

  • senior heads of state with special and documented qualifications;

  • other subjects that are also equipped with special and documented professional qualifications.

The president remains in office four years and can only be confirmed once. If he is a government employee or university professor, he is employed for the entire duration of the assignment in the non-permanent position. He is responsible for the school, has its legal representation and is chairman of the steering committee. He is responsible for the school’s didactic and scientific activity and prepares the educational activity’s development strategies in agreement with the general secretary and after consultation with the steering group. The President, if employed in public administrations, retains the economic treatment in enjoyment.


The steering group is chaired by the school chairman and consists of five members, including the chairmen of Indire and of Invalsi, and two members appointed by the Minister of Education among highly qualified professionals. This body remains in office for three years and makes use of a general secretariat, which is responsible for carrying out the actions, preparing the agreements, the provision of which is the responsibility of the general secretary, and the institution’s institutional coordination activities. The Secretary-General is appointed by the Minister of Education from among the heads of the ministry at the first level or from professionals outside the administration with qualified management experience.
